on subjects of trad • are so much needed. 'The bil
lowing article is translated from tli e Oonsiitutionnel,
one of tha most ably conducted of the Parisian news
papers.

information relative to institutions for dispensing cre
dit acquire high importance, and every tiling that can

the most cl *nr, and most exact solutions of the proh- j
lem so much debated, of credit mid currency. The
author has during twenty years witnessed all the
vicissitudes of the Ameri au Banks, their fictitious
success, as well ns their rapid decline. He ha * in
vestigated with extraordinary acuteness nil the phe
nomena connected with Ids subject. and in short,
has embodied the fruits of his reflections, and of his j
experience in the work before us.
Mr. Condv Ilaguct successfully overthrows hy
pothesis in presenting tbc'characfer and tha func
tions of Banks under their true aspect, aud in point
ing out the abuses winch have caused these estab
lishments for some time to maintain their exist ence

The treatise of Mr. C ondv Rnguet is the niostcom
p'ete work upon institutions of credit which has np- i
pen red up to this day; it is much above the works |
of Gilbart, which nevertheless have merit. It ex- j
plains perfectly the laws which govern different cur- j
fancies, metallic, mixed, and inconvertible paper. — j
His reflections upon commercial crises, and their !
onuses, are strikingly ju-r, and none of the various
phenomena connected with banks, has escaped his
sagacity.
The translation of M. Lemnitre is ter«« and ac
curate, and appears to he executed with a perfect
understanding of the subject. The translator’s pre
face shows his entire familiarity with the principles
and the practice of credit. This preface moreover
contains mi excellent account of the last American ;
monev crisis, of its origin, and it® consequences, as;
regards the country itself, and the State of Europe.
We therefore recommend The Treatise on Banks
to those public men who arc called upon to discuss
the oxtemsionof the priveleges of the Bank of France.
