The requirements of the Acts of the 23d I leccmber

mid Directors of the Institution, is omitted because
it is believed a compliance would he a violation of
confidence, and particularly solo those so indebted,
before the passage ol the Acts rclcrred to. (hi this
subject, however, it may he proper to observe, that
the Stockholders ol this in-litnliim meet j.m/mllv,
and examine its condition and make such by-laws
for the government ol the Hoard of Directors, as is
deemed proper. One of timsc h\-law- adopted at
