to Mr. Waddy Thompson’s address to his constitu
ents, and you will find the following extract of Gen.
Harrison's Cheviot speech, in which (Jen. Harrison,
so far from showing himself “every other way” op
posed to abolition, expressly points out “away” by
which it can be done, “away,” too, which it has
long been “an object near his heart” to see accom
plished. Here is the extract:
“Should I he asked if there is any way by which
he (Jeneral Government can aid the cause ofeman
ipafion, I answer that it has long been an object
ear my heart , to see the whole of its surplus reve
uc appropriated to that object.
“With the sanction of the states holding the slaves,
tore appears to me, to be no constitutional objec

ns prosecution ofa-plan, formed upon that basis, we
might look forward to a day, not very distant, when

Thus it is seen, that General Harrison points out
“a wav,” both us to the District of Columbia, and
the states, bv which Congress would have the pow
er to abolish slavery, viz: In the District, bv the
-consent of the parties named; in the slates, through
the use of the revenue, by their consent. In both

him!! What guarantee has the South, then, in the !
<>nst national views of Gen. Harrison , particularly
when contrasted with those of Mr. Van Buren, who
denies allpower to Congress, in any “wav” what
soever, over the subject in the states, and is opposed
to abolition in the District, without, as he expressly
% mya, “the consent of the slaveholding states,” and
who has lurthor pledged himself to the nation, to
veto all abolition hills ?!! True, Gen. Harrison says,
in reference to the slates, what Mr. Van Buren says
in regard to the District, that it should not he done
without their consent, but the question of concur
rence is, in fact, a matter of expediency; and who
ran say, if elected, the General may not find it quite
convenient to alter his notions of expediency, par
ticularly, if the abolitionists should require it of him,
us a condition of their continued adhesion to his par
ity 7 That they will do so, I am strongly inclined to
believe.
But a great deal has been said about Gen. IT arri. I
son’s being a Federalist: Mr. Webster, at the North,
endorsing for him, as a Federalist, or what is the
same thing, as one holding the principles of the
whig party, and of that motley crew, the Harris
burg Convention, which Major Crawford, at the
South, endorses him, as being “understood" to ho a
Republican of the Jeffersonian School. To my
mind, Messrs. Editors, there is great difficulty in re
conciling the statements of these endorsers. Either
Mr. Webster is right, and Major Crawford wrong; or
major Crawford is right and Mr. Webster wrong.
Both cannot he right, for (he General cannot he both
u Federalist and Republican!! 1 intend no disres
pect and cast no imputations in mentioning names,
i use them only in reference to the matters in which
they stand connected before the people. But if I
were ignorant of all the conclusive facts which goto
- show, General Harrison to bn a Federalist, the evi
dence afforded of the fact, in the opinions expressed
h v him, in the extracts furnished as above, showing!
us they clearly do, to my mind, that he adopts, in re
gard to the powers of the Federal Government, that
loose, dangerous and Federal construction, which is
expressly denonin ed by Jefferson, ami hv Madison,
in his celebrated report —this mode of construction,
destroying as it necessarily tends to do, the limits
set up by the constitution, would thoroughly con
t inee me of his Federalism. 1 will try, in a succeed
ing number, to show that, Ist, General Harrison
id nitifies himself with the federal politics of 171)1-] and
!•!>, by the latifndinons doctrine ho assumes, that the
consent of parlies can confer powers on Congress
which are notconfered on it by enumerated grants
of power specified in the constitution. 2udl v, That,
he further proves himself Federal, in contending that
Congress can appropriate money to the accomplish
ment of a measure, which, by express grant, it has
no power to pass; as for instance, in the case of the
revenue to the purposes of abolition.
These are among the leading doctines contended
for hv the Federalists of 171)0, against which the
Virginia and Kentucky resolutions, and the power
and eloquence of the pen of Madison, were, in part
directed,during that fearful period, as tending to de
stroy the meaning and effect of the particular enu
meration, which necessarily explains and limits the
general phrases, so as to consolidate the states,
by degrees, into one sovereignty!! This, I be
fore said, I shall attempt to prove in a succeeding

Cotton. —\esterday week the Cotton market was quite
active, and sales reached to a greater extent than for some j
time previous, in consequence of which, holders on Satur
day advanced their pretentions fully | cent on all except
line, cottons. This not meeting the views of buyers, many
of them withdrew from the market, leaving it in a very
quiet appearance, until Tuesday, when holders evincing
a more yielding disposition induced some transactions, but
purchasers having taken hold very cautiously, and with
no new feature, the market lias remained in a very inani
mate condition ever since. Sales for the week reaching
only to about I"2,000 hales. The market closes hcavilv,
holders showing a good deal of anxiety to sell, but standing
out firmly for the above rates, which are somewhat higher
than our quotations of last week.
Our receipts this week reach to 17,468 bales, making the
total to this time 405,23,) bides. Exported this week 7 714
bales, previously 205,439; total 213,153 bales—leaving a
Mock on hand, including all on ship board, not cleared' of
193.280 bales.
Exchange—out door. —Bills on France, sales. 5f.; Bills

NEW ORLEANS, May 9.— Cotton.— The demand for
►Colton, which has been brisk at steady prices up to tbe
vtime of closing our last report, subsided on Saturday- lao
and the market continued very inactive,with rather droop
ing prices for some days following. On Wednesday we
received advices from Liverpool to the Ist April. These
advices have had some effect on our market, and the trans
actions on Wednesday and Thursday, amounted to fully
8000 bales, iu which holders obtained their demands more
readily. Yesterday the sales amounted to about 2500 bales
at the same rates, and the market closes without material
variation on our last week’s quotations. Fine Cottons
continue very scarce, and our quotations for these descrip
tions are almost nominal.
The sales of the week amount to 15,000 bales, at various
prices, ranging between 5 and 10 cents. The exports of
the w eek amount to 15,897 bales. The receipts are 13,246
huics, making a reduction in sti ck of 2651 bales, and leav-
ing on hand a stock 0f209.178 bales, including all on ship
board not cleared yesterday.

tions and falsehoods so iinblushingly resorted lo a.id .
■ disseminated by the Federal Whig Presses of the country,
in the present contest for the Piesideney, and in order to
p) ice before the People of Georgia, a faithful account of
past ami passing events, as they relate to the questions at |
issue, we shall begin the publication of a weekly sheet,on
SATURDAY, the 6th of June next, which will terminate
1 on the 3lstol October following. We have been urgedou
j to the adoption of I his undertaking, by many of our polili
! cal friends, who have seen, as well as ourselves, the un
scrupulous and highly censurable course pursued bv our
opponents, which, i stead of being marked by honorable
and Just feelings, is characterized by a perversion and dis
tortion of well authenticated facts, and a feeling of hatred
degradingli) human nature,and to the respect, u inch should
be entertained by citizens of the same country, however
wide may the difference be in their political opinions.
This paper will not be betrayed into a like course towards
our opponents: but it will expose, in strong language, and
" iih undoubted proofs, the misrepresentations and falsifica
tions which may be resorted to, in order to prejudice the
sensitive mind, tn deceive the unweary, and to lead astray !
the unsuspecting. In this undertaking, we hope to receive 1
a support adequate to the object in view. By the dissemi
nation of this sheet, much and useful information will bo
imparted to those who wish to act, in the present contest,
with impartiality and with a single eye to the public good!
With these few remarks, we place the undertaking under
the care of our political friends to whatever party denomi
nation they may have heretofore belonged, for wo consi
der as political friends all those citizens who, governed bv
patriotism alone, support men only for the sake of princi
ple, and the welfare of the country'.
Wc must show to the people of the United States the
tlangerof the rights-of the States, and of the State Institu
tions protected by the constitution, threatened as they are
by a party which, disregarding honest and fair means to
obtain power, employ the basest expedients to rally around
its standard men of all political descriptions, of all politi
cal hues, and of all degrees of political degeneracy.

every Saturday, from the 6th of June to the 31st October,
for One Dollar, payable in advance. As postmasters are
