Sir:—l present you herewith a statement of the condition of this institution at this place, lou will
receive a return from the Branch at Macon, as the recent act of the Legislature requires. I lake the lib
erty, however, to send a consolidated return in addition, for otherwise it appears to me, the public
would be misled as to the actual condition of the Company. The Branch Notes on hand at the Princi
pal Bank, and the Principal Bank Notes on hand at the Branch, would doubtless be overlooked in esti
mating the circulation, by persons unaccustomed to such returns. The consolidated return I respect
fully submit, is better and gives more clear information than the returns, as called for by the act, and I
ask the favor that it be published also.
The return show’s the aggregate indebted nes of the Stockholders. When it is remembered that al
most every citizen in this community, and a great many at Macon, are Stockholders, it must be manifest
that the debtors to the Bank must necessarily be composed, in a great measure, of Stockholders.
The discount line of this institution, at this place, is almost wholly of a business character; the loans on
accommodation not exceeding 850,000. There is but one Stockholder whose indebtedness exceeds
SIO,OOO, and the amount due by him is considered as safe as any debt due to the Bank. The menders
of the Board of Directors decline to make a return on oath of their indebtedness, but are willingto riiake
a return of the liability of all persons, by name, indebted to the Bank. This determination does not arise
from any fear of exposure, for the fact is, that the whole amount due by the nine directors of this board,
is but 815,675 03, which would be considered but an inconsiderable sum for either one of them to owe.
The law requiring a return on oath by the individual directors will not be complied with by them, be
cause they give their services without compensation, and are not nnfrequently subjected to much in
convenience by the time lost to them in performing those services. There has always been some diffi
culty in getting the services of proper individuals, and those willing to serve are not d sposed to assume
more duties than are absolutely necessary to effect the object of their services.
This Bank, since the first day of March last, has strictly conformed to the law which proscribes the
sale of Exchange at a higher rate than two per cent.; but the qonsequence of the law has been that the
Banks have been precluded from dealing at all in Exchange. Brokers and Trust Companies, having no
competition in the able to control Exchanges to suit their own interests; and instead of
having Exchange on the North now, at or near par, as it ought to be, w ith the amount of produce
going to market, and as it in all probability would have been, but for this proscription of the Banks, it is
now selling readily at six per cent, premium.
We are making good progress with our Road; w r e hope to have it complete to the Sandersviile summit,
in time for the I 1 all business; and iron has been purchased and is no w daily arriving sufficient to com
plete the road to within seven miles of the Oconee river.
