and that most of the factories are w ell su plied for
I the present; so that it i» impossible even to conjec-
J tore what wili he the ruling rates when the extent of
■ the crop is known. The growth of long cotton has
I been much retarded hy the recent heavy freshets;
[ bin the general belief is, that the coming crop w ill
J fully equal, ifh does not exceed ihe present one.
The Rice fields some weeks since looked remark
* nhly well, and promised an abundant harvest; but
the late freshets have, in a measure, frustrated the ,
• hopes of the planter, and an opinion prevails that
J the crop will not reach that of the seasonjust dosed. ;
I *1 lotion —There has been more inquiry for Upland
the past Ilian for several preceding wrecks, hut at
a small decline on our quotations ol the 25th uli. A
hont 600 bales of the the new crop have been taken
at prices ranging from 8j to 9t; and 20 ) bales of the
old, from 6i to 9 cts. per lb.
Rice. —Buyers after holding ofTltie previous week j
in consequence of the high prices asked by holders,
have operated at an advance on the quotations giv
en in our last About 530 tierces have been sold,
principally for the West India m irket, at prices
ranging from 31 lo $1 per 100. A lot of the new
crop is field at something above our latter quoia-

Flour. Our Flour market has been very quiet
since the date of our last—and prices still on the

I from store, brought a §7l; the article has been
I offered, to arrive, at some Ihi rig under our quotations.
I Sugars —The transaction- of the week have been
I confined solely to the retail trade. The receipts
from foreig ports, the past year, are 4145 hhds.23s
tcs., 505 hb's , 1341 boxes, and 140 half boxes—re
ceived coastwise, in the same lime, 3007 hods., 371
tibls-, and GC7 boxes.
Coffer. — About 100 tierces Jamaica, a superior
article, changer! hands at prices not made public,
but is soiling from second hands at 13 cts per. lb.
Several bundled bags R.o have also been sold at
prices ranging from 104 all. The receipts from fo
reign ports, during the year, are 7 hhds and 10,308
flags—received coastwise, same time, 73 hhds. 125
bills, and 17,630 bags.
Alolasscs. —The following quotations will give a
ri"y;rect criterion of the marker, viz: Muscovado, in
hhds. and lierces, 27 a 28; New Orleans, tart and
sweet, 30 a 35; Cuba, from second hands, 22 a
24. Received since the Ist October, 1810, 2833
hhds. and 212 trs. —coastwise same lune : 12; hhds.,
446 les. and 59)6 fib's.
Huron and Lard —The transactions in these arti
cles have been confined to sin ill purchases for the
home trad", at about our quotations.
Sail —We have heard ol a sale of about 500 sacks
Liverpool; at $1 9-16ths per sack. The receipts
since ibe Ist October, 1810, have been 65,817 sacks
and 26,764 bushels in hick.
Freights. Nothing offering for Europe, and very
lit lie to the Northern ports.

PROPOSALS. —The Justices of the Inferior
Court of Chatham County, will receive pro
posals until the first day of October next, for the
erection and completion of a Jail to be built iu the
City of Savannah.
The plan comprises a centre building and wings
two stories, on a basement terminating in end
buildings of the same height. The whole measur
ing in length one hundred and eighty feel in the
centre and end buildings, and thirty in the wings.
The basement eight feel high, commencing in thick
ness 3 feet 6 inches, and battering to 2 feel 6, two
bricks thick in the wings and tw o and a half w here
the projections are shown. To contain sixty colls,
a chapel, work house and hospital, twelve rooms
for superior prisoners, and suitable apartments for
the Jailer and his family—the whole enclosed by a
boundary wall lo cover a space of 300 feet E. and
VV. hy 222 feet N. and S.
The building to be executed in a secure and sub
stantia! manner, to be two story of brick, on a blue
granite basement. The doors and windows exter
nally, and the doors to cells to have granite sills,
jambs and lintels, roof covered with slate. The
contractor to furnish all materials, (which shall be
of the best quality; and vvi 1 be allowed two years
to complete the work, hut w ill he required to go on
progressively as the Superintendent shall direct
Bond and personal security will be required for
the faithful performance of the contract. The
plan and specifications can be seen on application
to either of the undersigned, and all other informa
tion obtained from G. B. dusky. Architect.
A copy of the plan and specifications will be
sent to Messrs C. Bolton, Fox and Livingston,
Merchants, New York, as soon as they can be pre
pared, for the Inspection of those disposed to con
tract.
