SENATE.
A communication was received from the
Secretary ot War in answer to a resolution
calling tor the names ot all the officers and
privates who were killed or wounded in the
battles of the Rio Grande.
The Secretary stales that the Department
is not at present in possession ot the infor
mation required.
'l’iie lull for the reduction of the tariff was
received from the House and read twice, and
ordered to be printed.
Mr. Sevier moved to m ike the bill the spe
cal ordei lor Monday next at one •’clock,
and for every day thereafter until finally dis
posed of.
Mr. Evans moved to refer the bill to the
finance committee.
Mr. Sevier opposed the reference on ac
count ot I fit* absence of one <d {tie members
of the cnmmiilee, who has returned to North
Carolina on ac count o{ ill heai ii, and who is
Hot expected to return at the present session.
Mr. hi\ai s said it flint was to be taken as a
reason, the committee might as vveil be dis
charged from all business before it.
Mr. AloreUead said if was very unusual to
make a bill ol Ini.- magnitude the special or
der, without a previous reference for an ex
am nation of its details.
Mr. Nev.er again oppo.-ed the reference, on
the ground that no good could result from it. ;
'J ne finance committee could not examine and
report upon it in less than three weeks. I
Again, if the members of tiie committee j
biiuuld he equally divided in opinion, the bill \
would not lie reported at all. there being an
equal number at present on (lie committee.
He was therefore lor printing the bill, alter
which every {Senator could examine it lor
himself.
Air. Allen said it was very well known
that the members of the finance committee,
four in number, (the tilth being absent) were
equally divided in opinion on the subject.
He was therefore opposed to referring a bill
ut this importance to a mutilated committee.
Mr. Mangum suggested tout lire vacancy
might be easily filled.
Air. Alien said, if the bill were referred
under such circumstances, he should consider
it equal to its defeat.
Air. Huntington find no idea, that while
tiiis country was in a stale of war, and dis
bursing nearly a half a million per day,
deliberation should not he permitted on a bill
of tins character. He had uniformly voted
for an early adjournment, but if it w ere ne
cessary to prolong t.ie session h»r a full dis
cussion u! the subject, he would willingly
slay here.
Air. Mangum signified his intention at a
proper lime to move to till the vacancy in the
committee. He had no doubt but in.il (he
presiding officer, it it were lelt to him, would
appoint another member of the same views
as the one absent.
Air. Lewis, of lire finance committee, was
glad that the motion had been made to make
lire bill tire special order for Monday, li bad
been bis intention to make the same motion.
He was for jiu.-hmg forward the business of
the Nenate as fast as possible.
After further debate, the question on Mr.
Lean-’ motion to refer the bill to the finance
committee, was negatived by a vote id 22 to
£l4. It was considered as a test vote.
The motion of Mr. Sevier to make the bill
the special order for Monday next, and every
<Hy thereafter until d.sposed of, was then
agreed to.
Some nnim -ortant matters having been dis
posed of, the Senate resumed the considera
tion of me bol to reduce and graduate the
price of the public lands.
After the reading of some proposed amend
ments, and a bnet discussion, me Sena.e ad
journed.

Air. Washington Hunt said that as personal ex

Personal explanation# were also made by Messrs.
Wick and Rathbun.
Air. Dodge on leave, presented a constitution
for die Slate of lowa, adopted in convention. May,
i 1816. It was referred to the committee on lerri
-1 tories.
Air. McKay, from the committee on ways and
I means, reported a bill for the support of volun
teers and other troops engaged in the .Mexican war,
! during the year 1847.
Also, from die same committee, a bill authoriz
j ing the issue of Treasury Notes fur such sums as
| the exigencies of the Government may require,
; and in the place of such as have been redeemed, lo
; cause others to be issued, but not exceeding the
; sum often millions of dollars of tins enimLsion,
i outstanding at any one time, and to be issued un
| der the limitations of the act of October, 1837, ex
; cept that the authority to issue Treasury Notes
shall expire at Lite end of one year from the pas
sage of this act.
The bills were twice read and referred.
The House then adjourned.

There has been a moderate and steady demand for j
cotton since the 12ih test. The accounts per the
Britannia, showing an increase in receipts at Ame
rican pmts, caused holders to offer their slocks j
more freely, and sales have been made at a eon- j
cession of id per pound, particularly the lower and j
middling. The sales on the 15ih were 5-'K)ii bales |
to trade. The market «u the I6th was fl it—sales j
401 W bales. On the 17ih OO’KJ hales were sold, j
1 among which were 3500 Egy plain, chiefly at 5* a j
s}d—a few as high as 7d. \ few Pernambuco at •

To-day theatrics reached 40 »0 bales, including 200
for export. The total sales from the 12ih to the
18lh inclusive, amount to 30070 bales, of which
speculators and exporters took a portion.
Provisions —During the last few weeks there

The new Corn Bill is considered as virtually
passed. It is expected lo be in operation within a
week, when, Irom the present averages, foreign
Wheat will he admitted at a duty of 4s. per qr..
and Flour at 2s. sd. per bbl. Siiil Flour in hood
does not improve; \\ estern Sweet being 23 to 335.
6d.; Philadelphia and Baltimore 21s. to 225; New
! Orleans Sour is selling at 20s. and Sweet at 21 to
j 225, per bb!. Indian Corn has further declined, j
materially, being now quoted at 31 to 335. per qr.,

is very piomising, with ihe prospect of one of the
earliest harv est.s on record Should the dry weath
er continue much longer, the spring crops of Oats,
Beans, Ac., may sutler from it.
