nothing short of infatuation to claim for Mr.
Polk the merit of settling the Oregon ques
tion. The editor starts in the march with
the wrong foot. He should first argue this ;

Mad Dogs. —The Paris police, by the last
accounts, had caused handbills to be posted I
all over that city, containing the following '
advice from tlit* council ot health, recom
mending to persons bitten by dogs:—
Ist. To press very strongly the wound.
2d. To wash the part with a volatile alkali
either a strong lye, soap suds, lime water, salt
and water or uriina.
3d. To cauterize the wound with a red hot
iron.
4th. To call in a surgeon as soon as pos
sible.
Tribute of Respect. —This morning, while
the procession lollowing ttie remains of the
late Bi-Imp Fenwick was passing through
Federal street, the boli ot Rev. Dr. Ganneu's
church was tolling in alternation with that of
the Catholic church. We learn that this was
done in reciprocation of an unexpected in
stance of Christian liberality on the ['art of *
the Catholics of Boston, who caused the beil 1
ot their church in Franklin s reel to toll
while the funeral procession of the la r e Rev.
Dr. Channmg" was passing through our

Going Ahead. —A large manufacturer in

Molasses. —Good and prime qualities continue in
request, but the common descriptions remain in
active. We notice sales of 400 (Aids. Porto Rico !
at 2i a 30 cents; 100 Trinidad (J üba, within our
range; 65 tart Cuba, for distilling, 15; 85 Cuba
Muscovado, 25; 36 bills, do. 274; and 40 hhds. Su- |
rimim. 194, 4 months.
Salt. —Sales have been made of 8000 bushels |
Turks Island in the neighborhood of 30 cents*, 4 !
mos.; and 900 sacks Ashton’s Liverpool Fine, on |
terms we did not learn. Two cargoes Turks Is
land arrived yesterday.
Sugars. —Since our last, there has been an ac- I
live demand for Muscovadoes from the trade, and i
though prices are no higher, the market continues
firm, and very full rates have been obtained :

7; Brown Havana, 7 a 7i; and White do. Hi, 4

Freights. — There is not much Cotton offering.
Exchange. —There has been a fair amount of bu
siness transacted in Foreign for the steamer, and
the market closes very firmly. We quote Bills.on :
London 74 a 8 per cent, prem.: Paris, f.5.40af.5,- i
374; Amsterdam, 384 a 38j; Hamburg, 344 a 344;
1 and Bremen. 77 a 774 cents.
AUGUST 17,24 p. in.—Sales cotton 500 hales,
; at steady prices.
NEW ORLEANS. August 15.—Cotton.—Ar
rived since the 7ili instant. 1377 hales. Cleared in
the same time 5283 bales—making a reduction in
stock of 395(5 bales, and leaving on hand, inclusive j
of all on shipboard not cleared on the J4ib instant, |
a stock of 19,033 bales.
Our last Saturday's report left the cotton market
in a quiet state, the slock actually on sale being
reduced to some 2' 00 bales, which were held very
firmly, though lew buyers came forward. The I
sales of the week embrace some 1600 hales, the
greater part of which was disposed of on Tuesday,
ami taken principally for England. As regards j
prices they are of course quite irregular in the pre- j
sent position of ihe market, but the rates paid are i
within the range of our previous quotations, which
are therefore continued. The receipts of the week
are 1377 hales, bur a great portion is from lied
River in a damaged slate, and the stock now actu
ally on sale probably dues not exceed ](HH) to 1200
, hales, in scattering parcels. Only two further
small bales ofthe new crop have been received this
week, making three in all, against 281 last year,
and 507 the year previous—a circumstance which
is fully confirmatory of the backwardness of the
i crop. Tlese two bales, as well as the first, before
noticed, are considered to have been prematurely ;
gathered, an I doubtless from the same motive—the
| desire to send the first bale to market. Neither had i
been sold when we made our inquiries yesterday. !
Severe rains have commenced within the past two j
days, and should they- continue, and extend into |
the interior, they must further retard operations in
the cotton fields, which, besides ihe backwardness
before alluded to. are said to he attacked in many
i sections by the caterpillar or army worm. The
particulars of sales are as follows:—4ss bales at 74,
500 at 74, 100 at 84, 55 at 61. 63 at 7f, 13 ;ti 64, 62 ;
at 74, 16 at 74. 80at 74. 75 at 64 cents per lb.

Sugar, Louisinaa. —The business in the Sugar j
market has been on the limited scale noticed last \
week, the sales being principally in small lots, j
averaging 50 a 69 hhds. per day. and at prices which
show the market to he maintained at aboutcur pre- j
vic»us quotations—-my for Inferior to Ordinary 44 a
44. Common 5 a 54, Fair 54 a 6, Prime 64 a 64, j
strictly choice, in small lots. 61 a 74 cents per lb.
Molasses —There is only a moderate demand, j
but the limited supply enables holders to maintain
prices at aoout the previ >us range, and we con
tinue to quote for fair to prime parcels, in good |
bright barrels. 20 a 22 cents per gallon.
Bacon. —The receipts since our last have been
heavy- for the season, which has imparted rather a
heavy character to the market, though former rates
| are pretty firmly maintained The week's sales
embrace about 200 casks at 54 a 54 for prime Side?
31 a 3j for Shoulders, and 7 a 9 cents per lb. tor
bagged and extra sugar cured Ham®. Arrived du
i ring the past week 263 casks. Cleared for C harles

hisltey —The Whiskey market ha« maintained
the same dull character alluded to in onr la-4, the
sales being limited to a few hundred bbls., princi
pally at 18 cents per gallon,
i . Freights. — There has been a fair degree of ac
tivity 1,1 European Freights during the past week,
considering ihe y*-riod of the season, hut the rales
have not improved.
MO RIFE, Au gust 15.— Cotton. —The receipts
since the Bth instant inclusive, amount to only 98
hales, and the exports to 3.166 b , leaving a stock
on hand and on shiphoird not chared last evening
ol 9.263 halos, against 515 same time last season.
The cotton market since our review of the Bth
irisiant, has been characterized by a still greaier
degree of inactivity than then noticed, she sales of
the entire week not exceeding 700 bales. Notwith
standing the late period of the season and the
somewhat limited stock, the transactions would
; have been larger had th--re heei, any m- i ans of
shipment. There is not a -ingi'* disengaged ves
sel in port, and therefore there is no inducement
for buyers to operate beyond picking up an occa
sional small lot to complete previous orders. The
stock now upon the market does not probably ex
ceed 1(100 bales, while that unsold is estimated at i
6 a 6500 hale-, the most of it being held under limits,
whit'll place it out of the reach of brokers. The j
foreign news, though more favorable than other
wise, has produced no effect upon onr market.—
We continue la-t week’s quotations, remarking
; that they have governed generally the light trans
actions which have taken place.

In the course r f the past week we have received !
discouraging accounts from several sections of the |
cotton region. In portions of Louisiana, particu
larly on the lied River, the caterpillar made its ap
pearance early this month in f u'tnidable numbers,
and is now said to be doing great injury. We al o
learn from reliable sources that they began their ;
ravages in various parts of South Alabama, be- i
tween the 20th and 25th of July. They have like- j
wise commenced their devastations in parts of
Florida, (Georgia and South Carolina. As yet the i
damage lias not been great, hut a continuance of i
the present warm and showery weather, besides in- j
ducing a rapid and vigorous growth of the cotton i
plant, will of course, greatly increase t heir numbers. |
W e have nut yet received a single bale of the new i
crop.
Freights. —The only transactions for the week j
have been a brig for N. York at lc.
HAMBI RG, Aug. 19.— Cotton. — The demand i
for this artich* continues good, ami all that is of- 1
fercd meets ready sale, at prices ranging from 64

corning in, and our stock reduced quite low, so .
