THINK OF IT IN TIME.
Mr. Toombs has said that slavery is a “political
evil”—and that “he is in favor of the reception of
abolition petitions, and would receive them, and
report upon them.” Now let ns imagine a rase that
may occur. Suppose tl»e,abolitionists were to pre- j
sent a p-tition to Congress requesting that that
body should, by resolution, declare slavery to he
a political evil. .Mr. Toombs might be the chair
man of the committee to which the petition would
be referred. What would he his report? Why
he woo'd report a resolution, declaring that slavery
was a political evil, and Mr. Toombs would vote
for it. Would such a report and vole he proper
exponents of the principles of ttie people of this
Congressional district? Do vve want such a repre
sentative? If so, re-eleqt Mr. Toombs.
SHORTS.
N. B. Perhaps some persons may think I mis
represent Mr. Toombs’ opinions— / write with Mr.
Toombs' acknowledgment of their truth before me.

LIVERPOOL, Aug. 18.
The cotton market remains just in the. same j
state as at the departure of the last steamer, with a ■
: fair steady demand. The crop accounts from the |
! United States since received are calculated to I
I strengthen the market, but on the other hand trade j
; continues unsatisfactory -at Manchester, and there i
i are symptoms of more stringency in the money \
market again. The sales for llte week ended 7th
inst. were 42,G00 hales, of which 3000 were taken ■
by speculators and 4000 for export, and for the
week ended 1 frh inst. the business was 29.230 |
bales, of which speculator* took 2500, ami export- |
ers 3000 bales. The tiansactions for the last three {
days to this evening amount to about. 18,000 hales. |
The American descriptions sold last week eon- !
sisted of 3360 I plauds at 4as£; 14.460 Orleans at j
I 3?.t7; 3780 Alabama and Mobile at 3iaoj; and 310
Sea Eland at 10a 16 per ih. The quotation for fair !
s upland and fair Mobile is sd, and fair Orleans 5Jd. 1
LIVERPOOL COTTON MARKET.
Report for the meek ending August 7.—We con
tinu to have a fair steady demand for nearly every !
description of Colton; and this has so fir relieved i
the market as to give our currency railier an up- ■
ward tendency. I’he advr nee in price, however, 1
is so much cheeked ivy the depressed state of tilings I
in Manchester, together with a failure there in the
Yarn trade, that the actual quotable advance is 1
very light—-ay «d per lb. within tlie last fortnight. \
Some rumors are Ml >at about ruru«-out and work- I
ing short time; hut hitherto nothing has ac'naliy
been determined upon, nor is it possible that such I
a course will immediately be adopted to any ma
terial extent. It is not. however, in our opinion,a j
matter entirely out of the question. Were the state
of the consumption in a sail-factory and prosperous
Condition, we make no doubt that it would he in
stantly seen in <>ur increased activity and some
what advanced rates. 2-BUO American and 200 Ju
rats, have been taken on speculation; and 3640
American, 670 Pernams, 100 Laguayra, and lot)
tSurats, for export. Sales to-day, 7000 bags.
Report for the week ending August 11.—The quo
tations of Cotton remain as last week, hut we have :
barely maintained our ground for the middling
qualities of American. In many instances we i
know that business has been done at the full rates
of previous sales, but on an average of the transac
tions, the dullness of the market has given the
turn in favor of the buyer. This state, of feeling ,
and tendency of our currency has been owing j
chiefly to the dull and discouraging accounts from I
Manchester. No doubt the apprehension of mo- |
ney wants for railway purposes has checked the j
enterprise of speculators, as well as urged upon the !
market property which, underothercircumstances, !
would have lain over undisturbed. Altogether we !
have passed rather a dull vvjjek. Fn m the United i
Stales we have a continuation of previous rejiorts. |
namely, that t! e crop now on the ground is likely
to prove ;i moderate one, and ..under any circum
stances must be late in its gathering. 1500 A me* j
riean and 1000 Jurats have been taken on spent- ,
laiion, and 2330 American and 260 Jurats for ex- !
port. The sales to-day. 4000 bales. The sales for !
the week amount to 28.83 J bales.
Report for August loth, 17 Ih, and 13th —The ■
snl s since the 14th inst., amount to about 14.000 j
hales, at the same rates as w ere then current, but !
upon the w hole the market has a-suraed a tinner •
aspect. To-day (Aug. 18) there was a pretty fair
demand, both speculators and the trade taking a
part. In prices, or the general disposition of the j
market, ihere is no change to report; hut nei.her }
the business of yesterday nor to-day seem suf- !
ficienl to retrieve us from some appearance of dull- ■
ness. - The tales of to-day are estimated at 6000 b., j
of winch speculators have taken TOO American, !
! and exporters 500 bales; 1000 Brazils, consist ing of ’
i dot) Bahia, at 61 to6id,and I : 00 Pernani at Gj to i
■ 6id have Iveen taken for the trade, the market clos
ing steadily.

Be I and Fork, and late prices are fully supported.

11 A' RE, AUG. 15. —During the l ist two weeks
j our cotton market has been quiet, with a regular •
daily demand of about IUUO bales, chiefly in the i
i lower and inferior qualities at from 64 to 71f.—
i Prices have been tolerably well sustained, l>*it fur
| t lie last few days were rather in favor of buyers, ,
which circumstance has induced speculators to
take a few thousand bales in the anticipation of
later unfavorable accounts from your side on the
growing crops, and also on the strength of our com- |
paratively moderate stock lor ilti-period ofthesea
son. ’Phe advices per steamer “Cambri i,” to hand
yesterday, quoting an advance of Ic. in the N. York
| market, and reporting continued heavy rains at tiie j
I South, and consequent injury to the grow ing crops, j
have imparted more confidence to holders, and in a
, -few hours nearly 3000 hales were taken at an aJ- !
; vance of If. on former prices. To-day the market
1 is less animated, but on the whole shows rather an |
upward tendency. Sales since Ist inst., 16,660 b., 1
