So it is with the other articles in the table, |
which is containcd yi the Chronicle of the !

The per cent, per lb., per gallon, See., is
given in one column under the bill of 1842. '
Under the bill of 1848, the per cent, ad \.t-
Jorem is given. Reduce both columns toad
valorem?, as the democratic address does,
arufr the public can at once see how im
nieasurably more favorable to popular rights i
is the new bill,
'l'liis whole sj ? stem of mystifying the pnb- ■
lie rrWnd atio'ut' the oppressiveness of thp
tariff of 1846, i* in character with the out- I
cry of t’ne Whig papers at the imposition of
20 per cent on salt by the Democrats, instead
of making it They omitted at the time |
to tdil the public, that the duty .thus sought 1
to be imposed was a reduction from the
then rale varying from 76 to 120 per cent.
In conclusion we stale that fbe tariff of
1846 is not perfect. It is not strictly framed
in accordance with free trader That it is
not so, is chiefly the fault of the Whigs. If 1 lie
loriuer free traders of the South had voted
with Mr. Hilliard, for instance Mr. Toombs,
Mr. Stephens, Mr, King < f Georgia, we
might have got a still better bill. Wehopeiet
to get one, and hope to see the day when no j
single southern vote will he recorded on the
side of monopoly and restriction. May the i
Blh district, in the vote it shall give Mr.
i'.miriioy, pro e that it will not be lagging be

commercial Ireedom, winch characterizes the I
age.

(ientlemcn —You have doubtless before
this time been troubled with accounts ol the
ravages of the army worm upon the cotton
plant. In truth, (for 1 own no cotton plan- |
tation.) the destruction is unequalled in (he |
remembrance of planters of twenty-five years j
experience. There is not one single planta- \
turn or cotton field in this whole section of
country that has not been attacked hv them
and all the leaves been eaten off; you can i
lorm some idea from that vvliefhor there i

about the ravages of these worms. 'Bake
my word, there will not exceed half a crop j

SAVANNAH. Sept. 11. General Remarks. —
Tiie information we continue to receive in relation
totiie growing crop is not very definite or satisfac
tory. The ravages of the Caterpillar have been,
and are still to such an extent, as io leave no
i doubt that the crop of Sea Island, in Carolina,
i Georgia, and Florida, w ill he at least one-half less
t than the usual yield. From the South-west the
r (torts are very unfavorable in regard toshortsta-
I (tie, the ravages of the worm have been very great,
| and the crop in that section must be short. The
: Upland crop of this -Mate, has, however, tliu> far
i suffered comparatively little, and if the season is
an ordinary one, the yield will be a full avera e,
and the receipts at this port much heavier than
usual.
Cotton —Arrived since the Ist instant, 1,520

bales Upland; leaving a stock on hand and on ship
board not cleared,of 5.640 bales I pland and 469
Sea Islands, against J.SSS hales I pland and 531
Sea Islands, at same time last year.
The market has been quiet during the past ten
days, the speculative feeling in New York, based
upon the reports of injury to the growing crop, has
induced most holders to ship to that place, instead
of selling Imre, consequently the transactions are
very small, though the few sales made, have been
at an improvement ol i a ic. per lb. The ac
