been rather quiet since onr report ol this da\ week,
notwithstanding the favorable news received by
the Britannia. The sales would have been to a
much larger extent, but for, as we understand, the
scarcity of money. The large receipts of Cotton
the few weeks past having reduced tiie supplies of
must of of our Banks. Trices since the re
ceipt of the news ran hardly yet be looked upon as

A War Rumor. —The Washington corres
pondent ol the Philadelphia Inquirer learns
from the best authority, that the following is
the policy of the Administration with regard
to the war with Mexico:
‘•Gen. Taylor has been ordered so remain
at Monterey, and to fortify it fully for any
emergency.”
‘•General Patterson has been ordered to at
tack and take possession of Tampico, in con
junction with a naval force.”
‘•Alter Ihe possession of Alvarado and
Tampico, by our troops, should Mexico still
bold out, a demonstration is to be made by
land and sea, against Vera Cruz and the
Castle of iSan Juan de Uiloa.”
FRuai iHE PACIFIC.
Information, via Mexico, states that after
Com. Stockton’s declaration of blockade, the
Cyane was blockading the port of San Bias.
She had captured two small Mexican nation
al vessels, the Solita and Snsatia, both from
Mazalland. Two boats had gone ashore from
the Cyane, and spiked several p.eces of artil
lery in the town. This news is from Topic,
a few inties from San B as, to the sih Sept.
Several chemists of Philadelphia have made the
“cotton explosive” with great success.—.Y. Y.

The steamer Great Western arrived at her
dock in New York, at ten o’clock last night,
from Liverpool, bringing dales to the 31st ul
timo, twelve days later than those brought by
the Britannia.
'Tiie Great Western brings one hundred
passengers.
She took out the news of the capture of
Monterey by the American forces under Gen.
Taylor, winch created no little excitement.
Food Riots in Ireland. —lreland seems to
be in a deplorable situation. 'Tipperary is
almost in a slate of insurrection. A few days
since it was onr painful duty to notice the
murder of a man named Gleeson, in that ri
d ng. Another man named Williams, has
shared the same fate. The town of Temple
more was the scene of three food riots on
Monday, by a mob varying in numbers from
one to five hundred men. The worst leatnre
in this transact ion is, that several of the per
sons engaged in it might have had employ
ment, though to a very limited extent, on
public works, but they were prevent-d from
availing themselves ol it by intimidation.
The rage for the possession of tire arms is
increasing daily. An at’ack upon the Very
Reverend Dr. Holmes, whilst fishing on Sa
turday last bv an armed gang, eighteen in
number, was in some measure successful.
On ihe evening of the same day the house
of a fanner in the parish Or ngla-rs, was bur
glariously entered by three ruffians supplied
with pistols, who earned off j£lO 15s. Nor
have the depredators spared even their own
clergy. 'The residence of the Rev. Dr.
Moreland, P. IV, of Castledown Ana, was
visited on Friday !a-t by a lawless party,
which deliberately forced his keys from his
pockets, unlooked his desk, and seized on j£7l
with which they decamped.

Russell and Lord Cottenham, at, the cabinet
council on Wednesday, urged earnestly the
constitutional necessity for an early session
of Parliament, before Christmas, not only to
obtain an act of indemnity for Lord Biessbo
rongb’s extension of ilie labor-rate act, but
also lo obtain a parliamentary sanction for
the reduction of tbe 4». duties on imported
grain. Tbe council broke up without coin
ing to any definite resolution.
At the meeting of the Ministry on Thurs
day, the subject was resumed, and on this lat
ter occasion the opponents of an early session
hud the advantage of Mr. Bancroft’s arrival
from tiie United JSlites with intelligence
that the supplies of grain collected in the
American ports for exportation is so ample as
lo render want extremely improbable, that tiie
supply was equal to any demand that could
be made, cousequen 1 Iy this removed necessity
lor tbe reduction of tbe duly, thus releiivng
the Ministry from the most important motive
for calling an early session. Another step
in what he is said lo call the administration
of a despotism.
'The objections to an early session have
been most anxiously pressed by the Irish
secretary, and the other ministers connected
with tiie government oflreland, and with some
show of reason they allege, with reasons that
an early session must embroil them with Mr.
O’Connell and his adherents and thus d«-
pree-sing the cabinet of its principal support.
It is not only on tiie side of Ireland ibal there
are such difficulties threatening the adminis
tration at the assembling of Parliament,
whether early or late.
We have the testimony of the Mill Owner’s
Journal lo the fact that a feeling of the neces
sity of reducing produce and wages between
thirty and forty per cent., lor such must bc
the effect of working four days instead of
six* is rapidly spreading, and becoming almost
universal. This serious reduction in tbe
amount of wages contemporaneous with a
steady advance in the price of the principal
necessaries of life is not calculated to infuse
an agreeable temper into the proceedings of
the popular branch of the legislature.
A third objection to an early session may
come from Lord Palmeston, who may not be
desirous of explaining tho process by which
he has managed lo give the Trench govern
ment and people a triumph.
France. —The fetes in Paris in honor of
the matrimonial conquest of Louis Philippe
and his son have been postponed some lime,
in consequence, as ha.', been aliened, of the
inundations in certain parts of France in
consequence of the late rams and storms. It
is a good and convenient, but it is not the
real excuse. There is a storm brewing,
winch the prudent but avaricious constitu
tional king of the French foresees. It is not
his interest to quarrel with England, and yet
he has deliberately, and with malice pre
pense, provoked.
It would not look well to hfcve fetes in
honor of his son’s marriage with a helpless
and unprotected infanta of Spain, sold by a
worthless mother, at which letes the British
| Ambassador, Lord Normandy, for good poli
tical reasons, could not iiaVe been present.
This would have effected the funds, agitated
the money market, and deranged the good
King’s private infereals as a fund-holder, a
trader, and a manufacturer.
Destructive Floods in France. —We have
most disastrous and melancholy accounts of
the consequencesot a Hood which had occur
red in the Loire, the waters of which had
suddenly risen to a height exceeding any
thing known fora century back. The Loire
and its tributaries have been the principal
theatres of this phenomenon, and have pro
duced inundations exceeding any known bv
the oldest citizens of the department of AI-
Jier, Leeir and Eiochien. In a single night
the waters of the Loire itself rose twenty
French feet.
Another Insurrection in Portugal. —The
latest new’s trom Po:t igal received at Mad
rid, announced that a revoluiionary move
ment had broken out at Oporo. The re
ported arrest of the Duke of Terceir was
confirmed. I'hal statesman is in prison at
Oporto. A regency, it was said, was pro
claimed in the name of Bed rue 111. ft was
said at. Madrid (hat Costa, Cabral, and Gon
zales Bravo, were to have left on the lU.h

Our Lisbon letter of the 16ih inst , states
that all communications between that capi
tol, Oporto, and Coimbra, was cut off in con
sequence of the telegraph being broken.—
The Diano of that day contains seven royal
decrees dismissing from their ports as many
Civil governors appointed by the late Govern
ment. Air. Paimelta had demanded his pass
ports for France.
War in Circassia. —The news from Cir
cassia which comes down to the 3lsl Au
gust, is of groat and thrilling interest.

I ence with the various triues, has been raised
to an imporianl command, has made a suc
cessful razzia on the Russian possessions.
LIVERPOOL COTTON M ARKET, Oct. 30—
Friday.—The accounts by the Great Western gave
a limber stimulus to our ru irker, and an advance
of id. peril), was obtained in American and Sn
rat, at which a large business was done on Thurs
day. The Hibernia arrived with further accounts,
of favorable weather for picking, which seemed
to check the speculative ardor, though as yet
steady at the advance noted below. Brazil and
Egyptians are without change since our last; so
al.-o Sea Islands There have been taken on
speculation 23. ID bales, consisting of 19,300 Ame
rican , TOO Egyptian, 400 Mirantiam. and 2,700
