Eul Russell has made the fell owing reply
to the despatch of the Confederate Commis
sioners and manifesto of the Southern Con
gress :
Foreign Offief., November 25. 1861.
Gentlemen: I have had the honor to re
ceive the copy which you have feat me ot the
manifesto issued by the Congress of the so
called Confederate Slates of Atneiiea. •
Her Majesty’s Government deeply laments
the protracted nature, of the strugg e between
the Northern and Southern States of the for
merly United Republic ofNorth America.
Great Britain has since 1783 remained, with
the exception of a short period, connected by
friendly relations with both the Northern and.
Southern States. ,
Since the commencement cf the civil war,
which broke out in 1861, her M«j sty's Gov
ernment have continued to eu!. . laiu senti
ments of friendship equally for the North and
for the South.
Os the causes of the rupture, her Majesty’s
Government have never presumed to judge.
They deplored the commencement of this
sanguinary struggle, and anxiously look for
ward to the period of its termination.
In the meantime they are convinced that
they best consult tho interests of peace nnd
respect the lights of all parlies by observing a
strict and impartial neutrality.. Such neutrality
her Majesty lias faithfully maintained, and

REMARKS OF ENGLISH PRESS.

letter will find no favor either with the North
or South. First, he snubs the Confederates.
They a;e only “so called Confederates States,’’
and have yet to establish their right to the ap
pellation. This, too, is a compliment to the
United States; but then follows a curnter
snub to the United Stales. They are the form
erly “United Republic.’’ But to say they
wore “formerly united” is so imply they are
now “disunited,’’ and to acknowledge, there
fore, the “existence” of the Confederqte
States. Liar I Russell seems to fear no danger
of forgetting that “neuter’’ does not mean
“both.” Therefore, if lie would ipaiqtipn, t-yon
in tbe words, strict neutrality, it is necessary
to avoid any demonstration of friendship to
either belligerent.
