Wileon, calling on the people in certain sections
o: ibe State to restore all property belonging
to the. State, to be distributed among the poor.
It is dated at Millcdgoville, 15th May:
Under an a agreement made between Brevet
Mai or General "Wilson, Commanding Federal
Forces in Georgia, and Colonel It a R. Foster,
Quartermaster General of Georgia, all public
property is to b-» collected and used for the
s ;if., ring poor of ‘be State. I have been as
signed to duly at Milkdgeville, with orders to
collect all Quartermaster aud Commissary sup
plies in ths possession of the people in the
cenntieß of Jotics, Jasper, Putnam, Baldwin,
ilanc-eck, Jefferson, Washington and Wilkin
son,
Tho people are called upon to hand in at
once a schedule of all public property and
givu receipts for the same, to be delivered
when called for. ■ Little blame is attached to
IhO-e who have this property in their posses
sion. It was taken when no one knew to
v . ,l use it would be appropriated. Notice is
ncu; given that it is to be used to relieve the
jocr and helpless in their need, and every
•■nan who has any of it in his possession will be
required to surrender it Io this use. To at
tempt to hold it back now would be a crime,
and every such offender will be arrested by
United States troops, and dealt with acc.rd
lugly.
Ail honorable men aro expected to respond
promptly and cheerfully to this call. Those
who do r.ot cannot complain if their premises
are searched by Federal troops, and them-,
selves deprived of liberty.
No defaulter will be spared: Property hero,
tofore distributed must also be receipted for.
Horses, mules, wagons, baruc*ss, bacon, corn,
-icathor—everything must be returned. Those
who‘consume any of these things, or sell, or
run Hum off, will subject themselves to tho se
verest treatment. Federal troops are near at
band to bring to account every man who fails
to give up? promptly what does not belong to
him.
The people are invited <o co-operate in this
good Tfork, .and to report all who hide, sell,
consume or run off property of the kind above
specified. Thoro can not, and shall not, he
any evasion o( this call. It id,earnestly hoped
that, there will be no necessity for harsh meas
ures towards any. Prompt and cheerful re
sponses from the people will save all trouble.

Commodore Winslow, of tho Kearsage, Mr.
Edward Winslow, of Charleston, deceased du

dum expressed tho wish that his house servants

Winslow. An administrator.was appointed for

whole of the property iu South Carolina being

Commodore Winslow of $115,000 (Confederate)
