Washington, December 8, noon.—
The Election Committee had no meeting.
Various bills were introduced for reference,,
including allowance of one hundred tnd
sixty acres as a homestead to soldiers and
sailors, and exempting their property,
equally with bondholders, from taxation.
SENATE.
Terry introduced a joint resolution abolish
ing test-oat hit, with pungent remarks that
the time of thoir usefulness had passed.
The President was asked regarding the
progress oi the Cuban revolution.

Washington, Decembers, p. ui.— The
Seoate to day confirmed Belknap as Sec
retary of War, and Robeson as Secretary
of the Navy. A number of the nomina
tions were refer ed to the var.ous com
mittees—including Geo F Shepley, of
Maine, to the first; Lewis B Woodruff,
New York, to the second: Win MeKen
nan, of Pennsylvania, to the third: Geo A
Pearce, to the fourth: Wni B Wood, of
Alabama, to the fifth; Geo A Ymnao, of
Kentucky, to the sixth; Thos Drummond,
of Illinois, t) the seventh; Lorerzo Saw
yer, jf California, to the "inth. No nom
ination was made for the eighth. Also,
Charles Ci.uton, Assistant Treasurer at
New Orleans.
In the Senate the caucus committee
nominations were adopted.
HOUSE.
The House is engaged on the census bill.
Wm M Wood, from Ohio, was an offi
cer under General Thayer, and was sup
ported by Senator Warner, General Sher
man and the Ohio influence. Spencer
favored Humphreys. Wood has been one
of Alabama's C> ancellors.
The Spanish Minister to-day gave satis
factory assurances tothc State Department
that the cunboa s now »t New York would
not be used against Peru and, as a con
sequence, the Peruvian Minister is satis
fied and no longer insists on their deten
tion. The Secretary of State has, there
fore, directed Attorney Pierrepetit o enter
a nolle in court to-morrow, the
resuli of which will be the release of the
Spanish gunboats.
The Virginia Legislative Committee had
an interview to day with General Butler, j
Chairman of the Committee on Recon
struction. with a vie to immediate admis
sion, which will be successful, but it is said
the admissiou will be accompanied by a
required pledge that the Constitution shall
be faithfully carried out.
Tracklatino on the Selsia, Rome
and Dalton Railroad —The Home
(Ga.) Courier of the 2d inst. says there
are now 2,055 hands at w rk between
Rome and Dalton, on the above named
road. The grading will be commenced in
the next thirty days. They have com
menced laying the track on the Rome eDd,
and will commence on the DaltoD end in a
few days. It is the purpose of Capt. Bar
ney to have the cars running through to
Dalton by the of January, but the
chief engineer. Col. Le Hardy, states that
at latest the road will be completed by
the first of March.
The Macon & Brunswick Railroad.
—The Macon lelegrapk <t Messenger an
nounces the completion of the Macon &
Brunswick Railroad, and that the first
through freight train arrived there yester
day from Brunswick. Just so soon as the
passeDger cars and motive power arrive,
which will be hut a few days, the first
through passenger train will run over the
road, and the people of Macon and Bruus-

Cent iry to general expectation, no action
wa. taken by the Senate tu-day on the
Georgia question. Neither the bill intro
duced o t this subject at the last session ot
Cong: 'AS by Senator Edmunds, of Ver
mont, or the hill recently presented by
Sena’or Morton, of Indiana, were brought
up for discussion this morning.
There has evidently taken place a
change ' c the tactics of the leaders of the
extremists with regard to Congressional
action >n the affairs of that State. It was
behc. > 1 that in view of the recommenda
tion no de by the President on this subject
in his message, that one ol the fiist meas
ures passed by Congress would be an act
providing for a second aud more tho ough
rocor, i ruction of the State. To-day,
however, there seems to be a prospect
that e r l .ti non this matter will not be
as hurried as it was at first anticipated,
but will l»c delayed a little at all events.

remedy. They say that the only way in
which to protect the colored people and
the Unionists of the State is by strengthen
ing the hands of the Governor.
Bullock and his crowd have been and
are still lighting in the most energetic
manner for a second reconstruction, and
! declare that nothing short of this can save
I Georgia from anarchy. They claim to
have been very successful with Congress
men so far, and say that they feel assured
ol' tho result.
The protectionists have just acchieved
another victory. The Committee on
Ways and Means has finally decid
ed not to recommend to Con
gress that any ehange be • made in
the present tariff imposed on imported
railroad iron. The protectionists have a
large lobby interest at work here in their
behalf and New England and Pennsyl
vania will again carry the day.it is thought,
though tvi:h strong opposition from tie
Western Representatives.
Woods, who was nominated by the
President to day for the Fifth Ohio In
ternal Revenue District, is a genuine
carpet-bagger himself aud the relation of
another of the same speoies. He is a near
relation ot Willard Warner, the earpe-bag
Senator from Alabama. B.
