poses therein named,” it is provided “That it shall

publicity to the alterations and amendments made
in the ( onilitution, in leference to the reduction ol
the number ol memheiscomposing the General As

ter the rising of said Convention, he shall nx lor the
ratnication, by the people, of such amendments, al
ter.it ions, or new articles, as they may make for the
objects of reduction ami equalization o. the General
i Assembly only ; and if canned by a majority of the
voters who vote on the question of ‘ If atieication ,'
or ‘ No Katii h avion,’ then, and in that event, the
i alteration so by them made and ratified, shall be
■ binding on the poope of this State, and not other
j wise.”— And whereas the delegates of the pcop.e of
this State, assembled in Convention under the pro
visions ol (he before recited Act, have agreed to,
j and declared the following to be alterations and
! amendments of the Constitution of this State,touch*

Assembly thereof, to wit:

The Mouse of liepresentatives shall be composed
of members from all the Counties which now are or
hereafter may be included within this Stale,accord
ing lo their respective numbers of free white per
sons, and including Mircc-iifths of all the people ol
color—to he ascertained by an actual enumeration
to he made from time to lime, at intervals of even
years,ns now by law provided. Each county shall
be entitled to onu member. Each county having a
representative population, as above specified, of six
thousand persons, shall be entitled to one additional
| member; and each county having such represen
, tnlivc population <>f twelve thousand persons, shall
Ibe entitled to two additional members; hut no
j county shall have more than three members.
The number of members of which the House of
Uepresenlalives will he composed, accord log to the
; aforesaid ratio, and the last census, shall not here*

The liepresentatives shall he chosen annually on

j until such day of election shall he altered by law ;
