Thrower and Cole*, who worked all Thursday afternoon, all that night, and yesterday until about four o'clock, tliuac on hoard succeeded in ex inguUbing the fire, I y boring holes in the up per deck and forcing water through them. About eight o’clock yesterday the docks were thought sufficiently cool to lake oil'the main hatch, when they were able to get out a number of hales ofcol ton, thirty or fitly ol which being, more or less, on fire, were thrown overboard. On Thursday night the barque was lowed up, while on (ire, by steamboat, to Five Fathom, abreast of Furl Jack- Hon, to ho nearer the city, tho engine playing nil the lime into the ship. When the fire was ex tinguished the ship had seven or eight feet water in her held— consequently the cargo is much damaged. The ship is Mill lying at anchor at Five Fath om, and as soon as she cun ho pumped out she will bo brought up to the City. The ship Parthenon, Capl/Thomaa, arrived at Boston on Sunday, from Liverpool, whence ahe sailed Sunday May 28lh. The want of confidence in the transaction °i business and among business men, is no doubt ti.f cause of such requisition. The same cause in ou <r own money market has had a similar effect. There had been no later news received al London fit Liverpool than the 2d of May, consequently the nows of the suspension of specie payment by the American bank* had not arrived out. The cot ton market, it will be seen, was somewhat em barrassed, or at least threatened with embarrass mentin consequence of the large amount of cot ton in the possession of the heaviest of the foreign cotton holders. It is an extraordinary fact that millers are in this city purchasing foreign wheat at about 160 cents a bushel, to bo ground into flour at Lock port, in this State. We are persuaded that such a circumstance never before occurred since tho history of the country. That wheat should bo brought from the .Black Sea and transported to the center of our richest and most abundant wheal growing districts is an event we trust may never occur again. Wo learn from Upper Canada that a bill has been informally brought before tho lower house of the U. C. parliament, empowering the lieuten ant governor and council, upon tho application of any chartered batik, to authorise, in their discre tion, a suspension of specie payment by such bank—such authority, when granted, to lake ef fect from the date of the application. The only conditions required ate that the bank applying shall submit to an examination into its uflairs— issue notes only to the amount of its capital—pay interest on Its notes in circulation previous to suspension, when demanded, dee. On the other hand, no costs are to be recovered in suite against the banks, for non-payment in specie, nor are in dividuals to bo subjected to forfeitures of any kind for non-payment of obligations in specie, provi ded a tender heemade of the bills of the ptovi ded banks. Nothing, however, in the ai t is to be so construed as to prevent the exacli in of spe cie in payment of government dues or obligations —or to make bank bills a legal lender.—Another proposition bad been matured by a committee, remitting the penalty of forfeiture of charter for suspension, for six months, in cases of inability to redeem—making a lender of government deben tures in payment ol debts, a bar to the recovery of costs in case of a subsequent suit—and making it obligatory onjlio banks to issue one-fifth of their circulation in notes under “25 shillings” -hose under “four dollars” to be redeemable how ever, In specie. And still another, authorizing the Lieut. Governor and council to issue deben tures iu sums not less (in certain cases) than twelve pounds ten shillings each—and in others not loss than 100 pounds sterling tho latter re deemable in London in SO y ears, and bearing a per cent, interest.
