An Ordinance,
To amend the J7 th Section of the General Ordi
nance.
BE it ordained by theCiiy Council of Augusta,
That carls, drays, waggons or other carnages,
shall nut use the Lanes or Alleys of tho city in the
transportation of goods, wares, merchandize, or
other commodities, (excepting when such goods,
ware, merchandize, or other commodities uro to ho (
deposited or received in said lanes or alleys)
but shall avoid them cither with or without
loads, and in case thiy he found driving in or using
tholunes or alloys albrcsaid shall forfeit ami pay a
sum not exeteoding five dollars.

To regulate Slaves akd Free Persons of Color, and
prevent persons from hiring, lending, dr deliver
ting horses and vehu les to .them.
Section Ist. lie it ordained by the City Council
of Augusta, and it it hereby ordained by the author- ,
ity of the same. That slaves may 11,« separate and
apart from their owners, hire their time, or work
tor themselves in said city, provided that the owner
or owners, or some person lor lin'd, her or thum.shall
obtain permission of Council therefor, And shall pay
to the Collector and Treasurer the sum ol fifteen
dollars tor each slave whose owner resides in thr
city, and thirty dollars for oich slave whoso owner
'resides oot ot the city, on the first day df January,
or within ton days thercafidr, in each and .every
year, lor each and every slave between the ages of ,
ten and sixty, he, she or they may desire lo live sen-

ten dollars each; and upon the receipt ol said sum,
the Collector and Treasurer shall register the names
of tuch free persons ol dolor in a book to be kept for
that purpose, and give a certificate dt such register,
which shall he evidence of a compliance with this
*'Sect. 4th. And be it further ordained, That imme
diately alter the tenth of January in each and every
vear.it shall be the duty ol the Collector and Trea
surerl to make out and deliverto the iVlaisUul,u list
of all slaves and free persons of coldlr registered by
him as nlbresaid; and each and every slave within
the ages albreu'd, who may thereafter lie found

ten days, in any one year; and it any such do, he or
sho shall bo arrested by any of the city officers, and
be commit ted lo jail, till all jail fees are paid, amt
until bond, with security, is given to Council, that
hs or she will depart from the city and not re.n n,or
until discharged by order of Council.
Sect. Gtb And be it further ordained, That all (roe
persons ol colour who have come, and are now in
the city,and who have paid or shall pav the tax of
one hundred dollars Heretofore required, shall bu al
lowed to remain.
Sect 7tb. And be it further ordained, That the
permission of Council will bo granted (orany slave
to live separata and apa t from his or her owner or
hirer, (without iho payment of the tax aforesaid) if
such slave ba in tbu actual service of his or her own
er or htter.
Sect. Blh. And he it further ordained. That from
and after the passage of this ordinance, all slaws and
free persons of color, found riding or driving about
tho city on tbo Sabbath day, cxcopt such as are on
business ,or their owners or guaidians, shall be ar
rested by any city officer, and taken before two oi
mots members of Council, by whom they shall ba
fisd for a violation ol tnis ordinance, and, on con
viction, shall be punished by whipping, not lo ex
ceed twenty five lashes.
