After my Express letter of yesterday was des patched, the House continued until very Into in \ the evening the debate on the bill to postpone j the October instalment of Iho Depositee to the I Stales. Mr. Adams said his object n ! was to see that the States should not l>c batr.boo )' zlcd out of their money by lal»e promises; and v moreover he contended that without the emend -1 inenl of Mr. Dickens as modified by himself, the , r Bill was nothing less than a measure to raise u it revenue from thu |ample ; and therefore it ought :s to have originated in the House, and not in the 0 t-enale. The modified amendment deprived it '! The country is much obliged truly to llto au thors and supporters of the amendment, offetgd by Mr. Pickens. Had it not been for this amend, merit, the Hill never could have been carried j through the House. But Ihe amendment is per fectly illusory ; Tito Hill is not a postponement merely, it is a repeal of llto Deposit Act, A remarkable dovelopcrnont was mode last night just as the question was about to he taken on the final passage of the Bill. Mr. Garland of L r. moved to postpone tho whole subject to Tuesday next an that the linuso might knowhow the hill for adjusting tho unsettled claims on this Deposile Bunk would lie disposed of. He wished to know what terms Ae Government would make with those hanks. Mi. Mr. Dawson, of fit. immediately rose and drew the attention nf I lie house to tho fact that the Administration intended to hold out a bribe to ■ ihe South Western, anil the Western States, to 1 support the measures of government, by tho pro mise that if they did what was decisive, the most liberal terms would he accorded to the banks in those Stoles in settling with the Government. Other members look the same view iff the cast ; the question on the postponement of tho bill was rejected of course; und Ihe hill was then passed It must now go back In tho Senate, when there will probably be considerable contention about it, Mr. Dawson's speech against ibis 101 lon Thursday was one of tho most able and instinc tive that has been heard in tho whole debate on the question. Ho was particularly powerful in demonstrating tho unequal operations of it.- and was yesterday complimented in tiro highest man* ner by Mr. Adams, for tho instruction ho had given him on that point. Mr. Adams said he had never heard the objection a to the measure more powerfully exhibited; and express his indi vidual obligations to Col, Dawson for his speech. In tho Senate, today, Mr. Preston resumed and finished his remarks against the Sub-Treasu ry Scheme; and was followed hy Mr. Brown of N. C. In the House, Mr. Sergeant of Pa. proceeded in his remarks on the resolution of the Committee of Ways and Means, declaring the establishments ufa National Bunk to be inexpedient: but without coming to any decision, tho House went into Committee of the whole and look tip the bill au thorizing the issuance of Treasury Notes. Mr. Rhctl of 8. C. proposed an amendment which is exactly tho same ns the section offered by Mr- Calhoun, in the Senate, of the bill establishing the Sub-Trvnsury scheme, and made a long speech in support of it. After ire finished, Ihe House, worn out with tho 1-ntg session of last night, adjourned. Team Ihe Savannah Georgian,sijit.2o. FROM FLORIDA.
