Judge Bartlett, member o! congress
from Georgia has introduced a bill in the
house to regulate tho trial of eases of
contempt of court.. It provides that
Judges may summarily punish acts of
contempt committed in the courts, but
that those accused of con’empt outside
of the court shall be eat tied to a jury
trial.
That is common sense, says The New
York Journal. S one of Mr. Heftrst’s
agents and assistants have suffered. A’very
court should possess the power to enforce
order and dignity in its proceeding, but
to gram authority to judge arbitrarily
to try and sentem e the citizen who ex
ercises the right of free criticism of pub
lie servants out of doors, would be to
create an intolerable tyranny.
Large men on the bench are not often
troubled with manifestations of con
tempt in or out of the court room; it is
the little man on tho bench who are for
ever having their official and personal
sensibilities wounded.
The American bench is threatened
with uo eternal danger, says Tho Jour

a court deserves to be reverenced, the
revenge will he forthcoming with an
