TEDDY APPROVES WOR Declares __ , That No pine nine Pnlirv Governor Theodore Koosevelt, of New York, wub the guest of the presi¬ dent at tjie white house Saturday night. He arrived in the afternoon from Oyster Bay in response to a tele¬ graphic request from President Me- Kinley to come to Washington for a consultation. Governor Roosevolt was met at the depot by the president’s secretary, Mr. Cortelyou, and driven direct to the white house, where he was received by the president. There was a short conversation between the two distin- guislied men before dinner. After¬ wards, together with Secretary Hay, Secretary Long, Attorney General Griggk and General Corbin, they sat upon the western veranda of the exec- «Uvo mansion for a long consultation. His.visit set afloat various rnmors, among them that he had been called to Washington to be tendered the of- flee of secretary of war, to be given command of a brigade in the Philip- pines and to designate an entire regiment for service there. He de- dined to discuss these, protesting the president’s purpose was merely to consult him regarding the organiza- thm of the new volunteer army, espe- cially the personal of the officer*. He was asked in so many words whether til.! president had tendered him the Keeretaryahip. lie replied to this ques- «on only with a laugh. The governor’s best friends in Washington say that regardless of the facts as to the president’s tender or failure to make one, - the governor would much prefer his-present po- sitiou as of the Empire state to a fractional term iu the war depart- ment, and his treatment of tho ques- tiou renders this theory ns to his atti- tilde most plausible. Governor Koosevelt dictated the following interview to the Associated Press: / “The president lias told me that he wished efficiency!of recommendations based upon the the men recommend¬ ed, and presjdibnt’s tbat^fiie attitude will heed in no the others. matter BTlfnlfilS of the terrific political to which he is and will be ^support bjected is such as to intitle him to of all mon vrho feel that that it is, in a peculiar sense, the jerty of the whole country, and ■t ■emotions it. the giving of commission* and Pleration alike absolutely no con- should enter outside of the merit of tho men as soldiers. “My own recommendations will limited to the men I had under me, or saw in action, and to tho members of tho New York volunteer regiments of whose merits 1 have, as governor, not merely official knowledge, but also the knowledge anfong gained from personal in- qniry their superiors." Kaferring to the general situation in the Philippines and the policy of the administration with reference to those islands, Governor Roosevelt said: “Of course any American worthy of the name must stand behind the pres¬ ident in his absolute purpose to bring the insurrection in the Philippines to an cud. I have no question that by the beginning of the dry season Gen¬ eral Otis will lie in shape to stamp out all resistance. Then the president can and will see that the reign of ab¬ solute law and justice follows, it cannot be too clearly kept in mind that the whole trouble is due to the men who for two months prevented the ratification of the treaty of peace and to those who declined to give the president ihe the troops he needed upon terms lie asked. Those who took part in the first movement to oppose the , treaty , have , on their , . souls , the guilt of most of the bloodshed both of 0 " 0W p.^ 0p ". ftU<l the “ at ' v68 of the 4 . 1 iiillippines, and the would-be traitors who nave since been aging Aguinaldo and Ins followers to the limit of tlieir small capacity share the guilt so far as their feeble powers permit. “Those who opposed giviug ns the forces we needed thereby showed themselves enemies of tlieir country and of the flag. Every mau whoso voted m the senate may haye the satis- faction of knowing that he has doue all that he could to bring discredit on the flag and disgrace upon our arms. is all the more to tho credit of the ad- ministration that it has steadfastly pur- sued the path of national honor and steadfastly upheld the interests aud the good name of the nation as a whole, in spite of the way it has been hampered by those who sought to be- tray the nation.
