sale and retail liquor dealers and dis¬
tillers have united In a tight for great-

who keep disorderly placeB or refuse
to observe the laws.
The combined associations have

In which they call attention to the ex¬
isting tlquor laws and offer sugges¬
tions whereby tholr observance can be
made more effective.

"In addition to the provisions of the
law,” the letter reads, ‘‘we would rec.
ommend that no licence bo granted to
any person whose license has been re¬
voked within the preceding twelve
months for selling liquor to minor*, or
to intoxicated persons, or to any ap¬
plicant who has persistently and open¬
ly viola tod any town, village or city
ordinance regulating the liquor trade,
Including the hours when liquors may
be cold, or to the operation of gam¬
bling devices.
“We recommend that the character
of all persons applying for a retail li¬
cense be carefully scrutinized, and
that no licence bo issued to any one
who3d moral character fa bad; to any
one who himself drinks to excess; to
any one who permits minors and loaf¬
ers to congregate about his place; to
any one who permits fsm&'ea to fre-
quent hts place for the purpose of
