Keller, the ex-Commis sloner of Charities, as its editor. An exchange holds up to view the differences between President Roose velt's profession and practice. If anybody is manipulating Teddy’s back bone he should be careful lest it sud den'y lose its flexibility and become ditas 'iously rigid. The Georgia “Lilly Whites" are get ting worse and worse, says the At lanta Journal, ifi their color crusade. They even objected to "Pink" Morton on account of his color. Rudyard Kipling arrived in South Africa, and already Interviewed, says he meant to hit, In his poems, not those of his fellow citizens who are? at the front, but those who stay at home. The Birmingham Age-Herald thinks a delegation of Americans should be sent to Porto Rico to learn from Its legislature how to conduct public busi ness in an orderly and straightforward manner. But why espose those leg islative innocents to possible cor ruption. The United Confederate Veterans will meet at Dallas, Texas, April 22-25 Inclusive. There are now 1,390 camps and General John B. Gordon, their commander, has issued a call for all who can to attend. Dallas will be ready for “the boys” and proposes to make them have the time of their lives. IRELAND'S DECLINE. That most beautful of islands in all the seas —“Ireland, my darling,” to quote a song—ls unmistakably losing Its population, and it is sad to know that oppression, misrule, ignorance have caused the steady decline. The census taken last year by the British government exhibited decline, and now the population is less than boat of Scotland, and this never occurred before. Emigration from Ireland to the United States has been formida ble for the continuance of the popu lation up to old standards at home. All through this country there 'has been, a continuous outflow until now the populaton is barely half what It was formerly. Last year there was a decline of 31,435. The deaths were 87,606, the births 101,257, the marri ages 21,330. But for the excess of births the diminution of population by emigration would have been more. FUEL OIL AND INSURANCE, New Orleans is in hot water, it desires to use fuel oil, or rather the gusher folks are endeavoring to push their product upon it. But the in surance people object. They threaten to withdraw’ from New Orleans alto gether if oil be used lnisertminately. They say they will write no more in surance there unless the city farthers write better precautionary laws con cerning the use of fuel oil. At present there Is a deadlock over the subject. Thus far no action has been taken —no precautions prescrib ed in the use of fuel oil —but thus far very little or no fuel oil has been con sumed In New Orleans. Other cities control tho use of this highly inflam mable material rigidly, but even then Its use leads to fires and serious ac cidents. The insurance men and the city au thorities are not inclined to agree, and perhaps a practical man will have to be called in as arbitrator to decide what precautions are reasonable and what Is not. The city certainly needs a practical code of precautionary laws if fuel oil Is to become its standard fuel, unless indeed it is willing to wipe out all that stands and begin anew.
