TILLMANETTES.
In the senate Tuesday Senator Till
man and Senator Spooner had a most
sensational debate. Here are some
of Tillman's son fences:
"You bought them (Filipinos) at $2
per head, it is true,” shouted Senator
Tillman, “but do you intend to give
them their liberty, or do you propose
to hold them under the bayonet, under
earpet-bag government—-more damna
ble than you put on us in the south in
1868?”
Called to order by the president of
the senate, Senator Tillman cried that
ho "was taunted in a way that no
white man from South Carolina can
submit to.”
“In the Philippines, you have al
ready butchered, in three years, three
times as many as the Spaniards did
in three centuries."
NEWSPAPER NOT A FREE HORSE.
The Knoxville Sentinel contains the
following very sensible editorial on
newspapers and how a certain class
views them:
“It is astonishing how the public
looks upon the newspaper as a free
horse to be ridden tp death. People
.will pay money for a band, for lights.
janitor, go to a job printing office and
buy thousand* df dodgers, pay boys to
deliver them, pay performers in the
entertainment If they are profession-.
a!s, or pay some manager to get up
the affair and give them a large per
centage of the receipts, pay all their
bills—in fact, pay for everything ex
cept that which is the most valuable
to them —to-wit, newspaper advertis
ing. Anl If the newspaper is unwill
ing to devote more notice to such en
tertainment than liberal news notices,
it comes in for much abuse. And yet
why should not the newspaper charge
for its advertising space just as the
owner of the hall charges for its rent,
the bill board man charges for the
use of his bill boards, the lithogra
phers charge for furnishing posters,
the Job printing office charges for the
dodgers, and the outside parties
charge for their services?
"The newspaper has only two sour
ces of revenue. One is subscription,
the other advertising. The subscrip
tions to newspapers are bo cheap that
they little more than pay the cost of
the white paper. A newspaper would
soon suspend if it did not realize con
siderable revenue from its advertis
ing columns.”

The attention of the public is hereby
callod to the following, Section 310
of the City Code: “Every person,
firm or corporation engaged in any
trade or business calling is hereby
required to register his, her or ,s
name, business, calling or trade, an
nually, at such time as the Mayor und
Council may, by resolution from time
to time, direct, in a book to be kept
by the Clerk for that purpose, and
persona coming into the city and en
gaging in business after that date
shall so register within tendays after
commencing any business, trade or
calling and take out the required Bus
iness license.”
Section 312.—Every person, firm
or corporation wishing to retail whis
ky, wine, beer, or otties spirituous
malt or fermented liquors shall apply
in writing at a regular meeting of
council specifying the place where it
is Intended to carry on the business,
and the application shall be accompa
nied by the written consent of the
nearest neighbors to carrying on the
business at place specified.
Section 313.—A1l license to retail
wu.sky, wine beer or other spirituous,
malt or fermented liquors shall give
bond with two or more good and suf
ficient securities to be approved by
mo Mayor and Council, payable to
the Mayor and Council and condition
ed to keep a decent and orderly
house.
License Ordinance No. 100 fixes
said bond at |SOO, and on all business
callings, etc., the registration at Feb
ruary 1, 1902.
