LONDON, Feb. 4.—The British gov ernment has replied to Mr. Schuyper, the Dutch premier, that if the Boers in the field desire to negotiato for peace negotiations can be, entered in to, but only in South Africa. The British government adheres to its intention not t.o accept the inter vention of any foregn power. The text of Lord Landowne’s reply is as follows: “Sir: You were good enough to lay before me on Jauary 25 a communica tion from the Nietlilands government, in which it is proposed tnat with the object of bringing the war to an end his majesty’s government might grant a safe conduct to the Boer delegates, now in Holland, for the purpose of enabling them to confer with the Boer leaders in South Africa. It is sug gested that after a conference the delegates might return to Europe witu power to conclude - a treaty of peace, and the Netherlands government in timate that, in this event,, they might at the latter stage, be instrumental in placing the Boer plenipotentiaries in relation with the plenipotentiaries who might be appointed by bis tna- jesty's government. “His majesty's government has given it their best consideration and, whilst entirely appreciative of Ly motiyes of humanity which led the Netherlands government to make the proposal, they feel they must adhere to the postion adopted and publicly announced that it is not their inten tion to accept the intervention of any foreign power in the South African war. “Should the .Boer delegates themselves desire to lay their request for safe eon duet before bis majesty's government., there is no icason why tiny si ould not do so It is not at present clear to his majesty's government that tin- < elegates retain any influence over Ihc represen tatives of the Boers of i-fl.utli Africa, or have any voice in their councils." The attention of the public is hereby called to the following, Section 340 of the City Code: "Every person, Arm or corporation engaged in any trade or business calling is hereby required to register his, her or s name, business, cainug or trade, an nually, at such time as the Mayor and Council may, by resolution from time to time, direct, in a book to bo kept by the Clerk for that purpose, and persons coming into the city and on gaging in business after that date shall so register within tendays after commencing any business, trade or calling and take out the required bus iness license.” Section 312. —Every person, firm or corporation wishing to retail whis ky, wine, beer, or othes spirituous malt or fermented liquors shall apply in writing at a regular meeting of council specifying the place where it is intended to carry on the business, and the application shali be accompa nied by the written consent of the nearest neighbors to carrying on the business at place specified. Section 213.—Ail license to retail Wa.sky, win.e beer or other spirituous, malt or fermented liquors shall give bond with two or more good and suf ficient securities to i-e approved by me Mayor ami Council, payable to the Mayor and Council and condition ed to keep a decent and orderly house. , License Ordinance No. 100 fixes said bond at SSOO, and on all business callings, etc., the registration at Feb ruary 1, 1902.
