The attention of the public is hereby called to the following, Section 340 of the City Code; "Kvery person, firm or corporation engaged in any trade or business calling is hereby required to register his, her or .s name, business, caning or trade, an nually, at such time as the Mayor and Council may, by resolution from time to time, direct, in a book to be kept by the Clerk for that purpose, and persons coming into the city and en gaging in business alter that date shall so register within tendays after commencing any business, trade or calling and take out the required bus iness license.” Section 313.—Every person, firm or corporation wishing to retail whis ky. wine, beer, or otties spirituous malt or fermented liquors shall apply in writing at a regular meeting of council specifying the place where it is intended to carry on the business, and the application shall be accompa nied by the written consent of the nearest neighbors to carrying on the business at place specified. Section 313. —All license to retail w -sky, wiue beer or other spirituous, malt or fermented liquors shall give bond with two or more goou and suf ficient securities to be approved by Vue Mayor and Council, payable to the Mayor and Council and condition ed to keep a decent and orderly house. , License Ordinance No. 100 fixes said, bond at SSOO, and on all business callings, etc., the registration at. The hearings that have been granted for the purpose of gathering information have been quite instructive and brought out some rath er striking features, among which may be mentioned that the Chinese govern ment thinks the United Stales is deal ing harshly with her people nod that we would not do so if we were not a strong and she a weak nation. Now, all that China hopes for is that our leg islation will not be offensive in its char acter. Of course it was known that the people of tlie Pacific coast were most bitter against Chinese immigra tion, but the testimony has shown that the interests of labor organir.aiions are greater even than they were ten years ago. Since that time they have felt the competition of Chinese cheap Ipbur rnore severely than over. Another fact of Interest is that while the official rec ords show that there are but 0.5.000 Chinese in the United States, the re cent information at the treasury de partment shows there are about 300,- 000. This means that during all tin* years tlie exclusion laws have been in force tlie smuggling of Chinese into this country lias been going on lit an astonishing rate. Notwithstanding the delays, some kind of a Chinese exclu sion bill will pass before the present law expires in May. They May Disband Now. The sen ate will he careful not to infringe too far on the constitutional rigid* of the house, but in the matter of actual leg islation it will continue to hold the winning baud. Civil Service Again. One complaint which members of congress make against the civil serv ice law and the regulations of the commission is that out of town appli cants do not stand us good a show of securing appointments as those who live in Washington or come here to take the examinations. The members of the commission acknowledge that more men are appointed from the num ber who take their examinations here than from outside. It appears that when an applicant who has passed the civil service examinations comes to Washington he can make such ar rangements with the appointing power as generally results in his selection ahead of competitors who live at a distance. Cheered by the Boys. President Roosevelt was out riding tbe other day and passed by a large squad of boys who were coasting on one of tho streets of the city. He was recognized by nearly all of them, and each pulled off liis cap and cheered. The president accepted this tribute from the boys and, raising Ills lmt. bowed with as much courtliness as if ho had been acknowledging the salute of a regiment. In the throng were both white and colored boys, but there was no color line in the hearty greeting they gave the chief executive. "Aroma of Wisdom." Mr. Thomas B. Reed wns in the capi tol the other day and was about to call on Senator Allison in the committee on appropriations. Senator Hoar got off the elevator and started toward the senate chamber when he saw lie had passed a bulky figure whose back even was rather familiar. lie turned around and greeted Mr. Reed warmly, adding. “I thought 1 detected an aroma of wis dom pervading the atmosphere as I came out of the elevator, and I see I wns not mistaken.” The former speak er laughed and complimented Mr. Hoar upon Uls excellent qualities of percep tion.
