Senate Always Ready to Pass
Bills For This Purpose.
Senator Patterson Wants to Unite

The senate may be mighty deliberate
about some tilings, but there is no de
lay in public building bills. The senate
Committee decided that any town where
terms of United States courts are held
was entitled to a public building if the
town was of a size to merit: such a
building for its postottice. Under such
a rule bills for hundreds of buildings
have been introduced and most of them
reported. It takes no time at ail to
pass these bills. Let there come a lit
tle lull in the business of the senate,
and some senator springs up and asks
to have a building bill passed. There
is never any objection, and the bill goes
through as soon as it is read. II would
take many millions of tile surplus to
erect these buildings were it not for
the ‘'watchdogs of the treasury" on
the house side, who insist that only a
limited number of buildings shall be
provided for at any one congress and
that these buildings shall go to Ihe
larger towns where there is consider
able govurmneut business transacted.
Still it is quite likely that a goodly
number of cities will secure buildings
in tliis congress.
Proposed Territorial Consolidation.
Senator Patterson of Colorado has
taken an interest in the territorial con
solidation project and introduced a bill
to unite Oklahoma and Indian Terri
tory and admit the whole as u state.
The object of tliis is to restore the old
boundaries of the tract which was all
Indian Territory at one time. When
large cessions were made Ur the gov
ernment, the western part of the terri
tory was soon occupied by white peo
ple and is now Oklahoma. This terri
tory is irregular as (o boundaries now,
and if Indian Territory should be con
solidated with it tile new state would
present a lm.re symnu tric.ii shape. Ok
lahoma people oppose the consolida
tion, asking that their territory be ad
mitted lirst. Then if Indian Territory
desires to become a part of the new
state the matter can be arranged, i
would not be surprised, however, to
see the consolidation plan prevail.
Demands of Labor.
If the labor interests of the country
want anything, they do not hesitate to
ask for it, and nearly always succeed.
Resides demanding stringent Chinese!
legislation, the labor organizations are
petitioning and urging that United
States warships shall be constructed at
government yards. But they are also
insisting that the Murine baud and oth
er military hands composed of enlisted
men shall not be allowed to play at
other than official functions because
they compete with musicians who lie
long to unions. Quite a sentiment has
been worked up in favor of tliis con
tention. Ben P.utlenvorth, for many
years an Ohio'fongressman, once re
marked to a group in Ihe cloakroom:
“Talk about being brave, you fellows!
Why, 1 can go up in the gallery with
an old pair of Knights of Labor
breeches and shake them over the rail
ing and run every man of you out of
the house.” “And,” said the man who
told the story, “when you come to
consider how we fear these organized
labor fellows when they once get after
us. I’ll lie hanged if old Ben wasn’t
about right.”
Close to the President.
Theodore Roosevelt and Henry Cabot
Lodge have been warm personal friends
for many years. They have many
tastes in common, and therefore it is
natural Hint when Roosevelt became
president those who knew of their past
relations should expect flint no man
would be m re welcome at the White
House than the .Massachusetts sena
tor. Such has been the ease. The fre
quent visits of Senator Lodge, the l’aet
that he is at nearly every social func
tion and the continued good relations
have been marked, some going so far
as to say that Lodge Is chief of the
“kitchen cabinet..”
“Arizona Aliens.”
Governor N. O. Murphy of Arizona,
who lias been here urging the admis
sion of ids territory, says the time lias
arrived when the United States should
give some attention to the “Arizona
aliens” and other residents of the ter
ritories which are part of the “conti
nental United States." He says that
his territory has been waiting a great
many years for statehood, although
possessing the requisite population and
presenting every reason why the rights
of full sovereignty should be conferred
upon it. Now, lie says, Arizona lias
not only got the people, but the wealth,
recent developments having shown that
in her mountains there are riches suf
ficient for numerous Monte-t'iiristos.
Governor Murphy says that with the
Philippines, Hawaii. Porto Rico and
Cuba our people are forgetting the
American citizens who are “aliens in
the territories.”
Congressional Ba!aries.
There Is a very strong undercurrent
in favor of increasing salaries of con
gressmen. If members felt that they
could stand the criticism that would
follow, the increase would be voted
without delay. There are a large num
ber of men in botli houses—good, in
dustrious men, too—who can hardly
make both ends meet with the salaries
they receive. But the increase is sup
ported by men to whom the salary is a
