A HELPLESS STRUGGLE.
Tne news of General De Wet’s es
cape from the elaborate trap set by
Lord Kitchener was constructed from
the start as meaning that organized
resistance by the Boers was on the
verge of collapse. Later details con
firm this impression, and though the
gallant De Wet escaped he carried off
only a few of his men, according to the
cablegrams published in London yes
terday. The conclusion is inevitable
that thp Sontn African war may now
be regarded as a negligible quantity.
Brave as the Boers are and skillful as
are their leaders, they have to face
heavy and increasing odds. The offer
of the Dutch government was proof
that the Boer leaders are beginning
to open their eyes to a situation that
was apparent to the whole outside
world from the beginning. The lack
of practical wisdom shown in protract
ing a struggle which only meant ex
tinction has always served as an off
est to tne sympathy so freely extend
ed the brave and daring Dutch.
HAS BEEN VINDICATED.
Remembering that Admiral Dewey,
the ranking officer of the navy, ap
pended to the report of the enquiry
board, his opinion that Schley was in
command and etltled to the credit of
the victory, laymen will not be ready
to say that the president is neces
sarily right in taking tne opposite
view; but all will be willing for the
controversy to close wltn the presi
dents dictum. Schley has certainly
veen vindicated of those charges most
hurtful to him and nothing has been
proved against him tnat should de
tract from his reputation as an officer
of the navy. Even if we admit that
tile credit of ..eing in command at the
battle belongs to Sampson, there Is
enough of glory left for Schley to II-
luminate nim for nil time. Ho was
ia the thick of the fight and acquitted
himself with bravery and coolness un
der fire. The conspiracy has fallen to
the ground and we till nave our hats
off to the admiral.

The senate committee having the
subject in charge has agreed to re
port a constitutional amendment pro
viding that the inauguration of the
president and the vice president shall
be on the last Monday of April instead
of the 4th of March. This has long
been urged. Inauguration day three
times out of five hits on the most in
clement weather of the year.
