Ex-Governor Mullock refuses to he
considered as an applicant for the
Atlanta postmastership. When his
friends suggested to him that the
president would give him the appoint
ment he is quoted as having said:

governor of the great state of Geor
gia. You will pardon me, if I do not
care to descend to the office of post
master of Atlanta.
A man in Arkansas was recently
tried tor-assault and battery with in
tent to kill. The state brought into
caurt the weapons used—a rail, ax,
gun, pair of tongs, saw and file. The
defendants council exhibited as the
other man’s weapon a scythe blade,
pitchfork, dog, razor and hoe. The
jury decided the ease as follows:

would have given a dollar to have

URGE 50 PER CENT. REDUCTION.
President F. It. Thurber of the
United States Export Association
urges a reduction of at least 60 per
cent, in our tariff on Cuban products.
He urges that at present our tariff on
Cuban products averages about 100
ler cent., while tjie average on all
other dutiable products imported front
other countries is only about 50 per
cent. Cuba's present tariff on im
ports will average between 25 and
tin per cent, under the tariff fixed l,y
our war department. It will be nec
eecasy for Cuba in order to raise
revenue necessary for her govern
ment and make a reciprocal reduction
to us to raise her tariff on an average
of perhaps 50 per cent. She could
then make us a reduction of one
half in her tariff and still have suf
ficient revenue to support her govern
ment. If we make a reduction of one
half on our duties on our products we
'would stiil '< charging her as much
as the a ctavge on the dutiable
products of all other countries, or
say 50 per cent., while she would be
charging us on our products going
into Cuba about the same as at pres
ent, or say an average of 25 per cent,
lie thinks this would turn nearly all
her trade our way, and she would
soon become one of our very best
customers, for her purchasing power
would rapidly increase. The propo
sition certainly looks like a very fair
basis tor adjustment

The Herald proposes to print tire
news, aw matters of interest that may
transpire in the state campaign, but
wo are not accepting any announce
ments from candidates for publication
free of charge. We have published
none of the formal announcements
of candidates for state offices so far,
and whenever such matter is sent to
us for free publication it is prompt
ly consigned to the waste basket. The
Herald is not a free political band
wagon. As we have already said, we
shall print the jjoiitinal news and
keep our readers informed as to ev
everytliing of interest that transpires
in the campaign, lint candidates who
send out formal announcements and
addresses “to the voters of Georgia”
will have to pay for them if they are
published in this paper.
In the current number of the Satur
day Evening Post, Senator Bacon, of
this state, has an interesting article
on the question. Will the Philippines
Pay? It will lie recalled that Sena
tor Macon visited tne inslands last
summer and made a pretty I borough
study of their letources and of their
prospective commercial value to us.
It may be as well stated at once tint!
lie does not believe that they are a
good investment. Ho points out that
they have already cost us more than
$300,000,000 at the very lowest esti
mate.
