THE DANISH ISLANDS. If Congress boos lit. tin* cost of the adiminib!ration of the newly ac quired Danish West Indies can ho reduced to a mere fraction of what Denmark has been paying. The first step is promising, since the islands are to he placed under the administratian of Governor Hunt of Porto Kieo. Thus, at one sweep, the government avoids a salary of SIO,OOO which has formerly been paid to the Danish residents. There will be no necessity for maintaining the petty army which Denmark support ed there. The policing of the isl ands can be done under local gov ernment, nnd it will give employment to local residents who need the money, in case of war with a for eign power it would only be neces sary to defend the harbor of St. Thomas. This would be an easy task. Even if the islands were surprised and captured, the loss would lie but temporary. The experienc of two centuries shows that the capture of the West Indian islands by first one power and another have been barren victories. The war was always de cided elsewhere, and the islands rame back to their original owners in th-e subsequent treaty of peace, without damage or impairment of lo ta! interests. The power which holds island de pendencies must he prepared to de fend them on the high seas. The smaller islands may he nelected in time of war Millions of dollars have been wasted by France and England in useless fortifications on various islands. All defenses have been abandoned except at St, Lucia, where the British stronghold of the Caribbean is located. Its only pur pose is to afford a safe port for ships to coal in, and one that is practically impregnable against di rect attack.
