In speaking of Congressman Brant ley’s recent speech, the New York * Times said: The first important speech which hus been delivered in the house on the subject of Cuban reciprocity was made by Representative William O. Brant ley, of Georgia. It was a striking speech, and the unusual compliment of silence and close attention was paid throughout by the house. At the close the young congressman was congrat ulated by many of his fellow-members. Including some republicans who are opposed to ids vh iv:>. Mr. Brantley treated the subject from a comparatively novel stand point, arguing in favor ol reciprocity in tho interests of the United States rather than of Cuba. He declared that. In his opinion, relief for Cuba could not ho obtained b a reduction of less than 33 1-3 per cent., and he favored fit) per cent. "No system of rebates ” ss’ 1 he. "can effect the desired nil. No equit able plan could possibly he devised o; ..tiifth .Uie.jnopey,. wo might donate Cuban planters. The one condition that we should add to our reduction of the tariff ia a condition requiring a reciprocal reduction by Cuba in her tariff rates to us, so that: in addition to opening our markets to licr she should open hers to us. The New York Sun thinks that the proposition to forbid cigarettes about as ridiculous as any that *ver got into a state legislature. Crunrpaeker’s resolution provid ing for a committee to invstigate al leged disfranchisment of voters in some states, which is directed at the south, promises to bring on a fight in uie house the like of which has not been witnssed in that boJy for many years The democrats have not reach ed any formal agreement as to their plan for opposing the measure, but it jls quite likely that they will shortly ! agree on one, and if they do, they will Ino doubt lie able to so block legisla tion that it will require a long time to pass even the simplest kind of a J measure. There should be no hesi tancy on the art or me democrats in agreeing upon such a plan. Mr. Moody, the new secretary of the navy, has never been to sea.
