Judge Crovatt will no doubt be the next senator from this district. There are few people in the south who sympathize with General Miles as a general thing nut in justice to the genera! as the head of the army of the United States and in justice yp the people of our country, General Miles’ plan to end the Philippine war Bhould be made public, says the Ma con News. The Springfield Republican (Ind) says: "The president's letter to "My Dear Mr. Rodenberg.’ saying. '1 accept your resignation with regret, and wish it were possible for you to continue on the civil service commission,’ should not be taken too literally. Not long ago there was a certain New England Sunday school that had a superintend ent whom every one wished to get rid of. Wnen the resignation finally came there was a prompt and solemn ac ceptance of it. accompanied, however, by some teary resolutions which were published in me ocal papers. 1 uese proclaimed the intense and unmiti gated regret of tile school at losing so valuable, efficient and devoted a curis tlon worker. If Sunday schools can do that sort of thing, we must not be surprised at seeing it done in the white -ouse " tortures practiced upon the ; FILIPINOS. An important question is being mooted and It involves the character of the American soldiers in the Phil ippines. Charges of brutality have been brought often but denied. It has been admitted, however, that some few soldiers have been cruel here and there, but the army as a whole has been all right. But evidence accumu- 1 iates showing that Filipinos have been : tortured and many cruelties perpetrat ed. Mr. Herbert Welsh, of Philadel phia, writes a three column communi cation that appears in the New York ! Evening Post setting forth what lias 1 happened in the Philippines in the way of barbarities. It is addressed to Secretary Root, and is an open letter. He. gives at length the cumulative ev idnee upon which he bases his belief that cruelties have been practiced upon the natives. He charges openly and squarely that torture had been re sorted to in the past. He insists that it was applied to extort confessions at least from April 25, 1900, to August 18, 1901, to an extent sufficient to jus tify the „erm of "policy" applied to the "water-cure” torture by one of our officers of high rank serving in . e Philippines.” He affirms that this charge is amply sustained “not omy by common soldiers and subalterns, I hut by officers of high rank and re pute. We have had two con ventions of this kind and both were successful in every sense of the word. | Among tiie prominent visitors will be Hon. James H. Wilson, secretary t of agriculture, and l)r. Wiley, of tae agricultural department. Following Is the announcement of the hoard of trade and the cane and cassava as sociation: A third convention in the -interest ,of wider planting of sugarcane, better methods of making and marketing syrup, and of the introduction of the planting of cassava in south Georgia on a commercial scale will be held at Brunswick! on the 12th day of April, l 1302, at 10 o'clock, a. m. Every one interested in the development of south Georgia is earnestly invited to attend.
