President Roosevelt denies that he expressed disapproval of the French decorations which are to ho tendered to Admiral Dewey and General Miles and the controversy over the latest Miles incident has given rise to the further report that if the responsibil Ity for the publication of 4he false statement can be traced to General Miles, the president will carry out liis original intention of compulsory retiring him from the army.
