U is now Hoar that Pr'vulent Roos evelt an,l General Wo,at havo boon thwarted in their efforts to siul.llo U|ion tlio country fine reciprocity plan they have devised with Cuba. When congress failed to pass this bill, it received its dcxit'.i blow, not withstanding the fact that the pres ident had for,■atoned that if the bill was not passed he would negotiate a treaty himself. This treaty was to embody the same points and was to be made between the United States find Cuba through the Cuuhan minis ter and rati lied by the senate in its session., wnjk'ti olds several days longer after toe adjournment of the 'noose. it developed lhat this treaty eannot lie negotiated us Cuba has wisely re trained from giving the Cuban ndn ister the power to negotiate a treaty by, himself. Tt seems rather remarkable that the president should tie so anxious, to make this deal with Cuba appar ently losing sight of the interests of this country and seeking to benefit another country at the expense of tlie United States. It la all well and good to lend to Cuba such assistance as we can, but when this assistance must be given to the detriment of the interests of tnis country, It is another thing. Because a man wears a Panama hat may signify that he is in favor of the Panama eanail. U. S. COURT AT VALDOSTA. Congressman Brantley’s bill provid ing lor circuit and district courts at. Valdosta, which had previously pass ed the house, passed the sen- ’ Wednesday. The bill establishes what is to he known as the Southern dlvis. ion of t'ne Southern judicial district of Georgia, to be composed of the counties of Berrien, Brooks, Charlton, Clinch, Coffee, Colquitt, Decatur, Ech ols, Irwin, Lowndes, Mitchell, Thomas and Worth of the Southern district of Georgia. Referring to the report sent out by the Associated Press from Chicago a few daws ago to the effect that cattle men of the norl nvest v. ere going to buy: up large quantities of land in North Florida, South Georgia and South Alabama for the purpose of raising cattle thereon by means of the oavassa root, the Macon Tele graph says: “But the Telegraph does know that from actual experiment at various places and numerous times, it has been demonstrated on a small scale that, the plan will work out success fully; and line upon line has been written and printed in these columns urging this matter upon the attention of our own people. “It has been demonstrated that ear vassa earn he successfully grown as far north as Bibb county. It will flour ish in sandy soil where there is as nine’ll as seven mouths between frosts, it contains 33 1-3 per cent, of starch, will yield from fifteen to thirty tons per acre, and is the best and cheapest cattle food known.” Experiments have been made with cavfissa here in Dougherty county, and it lias been demonstrated beyond all question that the smicculent roots con lie grown hero to perfection. Some of the roots t'nat were grown on Mr. David Brown's plantation near this city were exhibited at the hay day carnival and street fair a year ago last fall. Some of the progres sive farmers of Brooks county have been growing ouvassa for their stock for several years past, and one of I hem whose opinion on such matters has weight, with the Herald says that he has found it the best and cheapest food for fattening beot cattle that he have ever tried. If you ask tlie man in the street the simple question. What is one . by a half? he wil! either rep!., tln.it tie operation is an Impossible one m that the answer is a half. When you point l out that one divided by two is a half. he will see that there Is something , wrong somewhere, but will k id be quite unable to give the right answer. When you tell him that the answer W two, he will either accept the a-sort lon without understanding it or will dis pute it tooth anil nail. If you attempt to convince him of his error, you will find it is not at all an easy task. His mistake arises through the eon founding of two distinct ideas namely, one divided Into two and one divided liy two. One divided into two is one divided Into two parts, each part eon taining a half. One divided by two is the ratio of one to two or the number of times two Is contained in one To any one who has thought the matter out this seems clear enough, but to the man In the street it is stieer nous.-use, and he will teii you so.—Kansas city Independent.
