Nearly any day in almost every court we hear men who are charged with crimes from simple disorderly conduct to murder say “I was Intox icated at the time.” , The taw of course does not regard this as an excuse If it did any man who contemplated crime would load up and then when arraigned before the bar of justice would, simply say “1 was drunk.” In a recent case In Louisiana Chief Justice Nichols lays down tliei law as follow: “Where a party in possession of hte mind enters into voluntary Mlruukon debauch he la not legnlly cuccusable for a homicide which lie . commits during Its continuance and while in a condition of drunkenness even though this drunkenness may be such at tho time of the commisr wton of the homicide as to render his mind incapable of knowing right from wrong. If the debauch be one continuing voluntary drunk debauch, starting with the sanity of the party engaged in it tho mere length of time the debauch may extend over is immaterial. Drunkenness for a week no more excuses a homicide committed as its immediate and direct result than would drunk, enness for an hour.” PEACE AT LAST. The News, like the ajveruge Amer ican institution has sympathized with the Boers in their brave struggle against oppression, but. it was from the beginning a hopeless one. The peace agreement though, is liberal as could be expected. The conditions are as follows: "The burgher forces lay down their anna and hand over all their rifles, guns and'ammunition of war in their possession or under their control., “All prisoners are to be brought hack as soon as possible to Smith Africa, without loss of liberty or prop erty. No action is to be taken against prisoners except where they are guilty of breaches of the rules of war. “Dutch is to be taught in the schools if desired by the parents and used in the courts if necessary. "Rifles are allowed for protection. "Military occupation is to be with drawn as soon as possible and self government substituted. "There is to be no tax on the Trans vaal to pay the cost of the war. "The sum of £3,000,000 sterling is to be provided for restocking the Boers' farms. "Rebels ate liable to trial, according to the law of the colony to which they belong. The rank and file will be dis franchised for life. Tile death penalty will not be inflicted.” Editorial}’ or in our news columns we endeavor to do everybody justice an if some are not pleased with the items in these columns they should attribute it to the head and not the heart. We, tike other folks make mistakes sometimes. If we did not we would not be editing a newspaper but would be, leading a merry crowd of angels. THE PANAMA HAT. The panama hat, which enjoyed much vogue last year, will from pres ent Indications enjoy greater popularity this summer, says the New York ■Times. As the demand exceeded the supply of tbe best class of these hats last year, so much so that it was al most impossible during even the middle of the season to secure one without paying double the price asked when they were first placed on the market, dealers have ordered them in large lots, and it is improbable that any one desiring them will lie taxed tlie high prices which were prevalent last year. The panama may he the popular hat of this season, though, and on this account many who wore them lust year are likely to forsake them. These per son* will adopt some other kind of straw, hut they are confined to a small number. They will, it is thought, fa vor the wide brim hat with plain and colored bands. .Mjeording to dealers, the lias come to stay. About two decades ago it enjoyed some vogue, but not to the extent of last summer. The young men of twenty years ago Ignored them for the reason that they were not blocked In u suitable shape. The wear ers at that time were mostly middle aged and elderly men. The panama for the young man which will find much favor is the “negligee” hat A good and servicea ble one may be obtained at n price ranging from $lO to $25. It Is made of ; very pliable straw and may he formed j by the wearer Into any shape desirable. Though the demand for the panama, it is expected, will exceed tiiat of last year, the supply will he greater and the price lower. One concern with a number of stores in N%v York lias taken orders for nearly 5.000 bats, tin' customers paying from $lO to $25. During the mouth of January this firm received orders for 2,000 hats. De posits were paid, and hi a short time every available inch of space jfi the shops was taken up with the storage of these hats. Many of the young men ulso bought tlieir hats on tile install ment plan, beginning in January and paying a dollar or two each week. Some panama hats can lie had for ns high us SSOO. One of the leading hat i tors in New York displayed a panama hat in a Jar of water to show' that tt will not discolor. The high priced hats are made by natives of Ecuador from grass obtainable In that country. It requires several months to braid these hats. It can only lie done properly white the dew is falling. The work Is done with the straw under water, and sometimes two women are engaged In braiding if. In one hat seen in a Broadway win dow there arc 2.500 yards of straw, it required eighteen months to weave It, and two women were working on it during this time while the drw was falling. Panama hats arranged in dif j ferent shapes and decorated with slm | pie trimming are also to he seen In millinery stores. Women will, it is expected, wear them in large mfinhers tills year. The panama hat when it reaches the United States does not took like the article it is later found to be. They • arrive in hales containing hundreds j “nested” together.
