The News Publishing Company de sires It to be distinctly understood that all legal advertisements must he paid for in advance. We cannot afford to devote our space to such advertise ments and wait on the courts for th money. The News, desires the subscribers who are behind in their subscriptions to come up and pay at once as their papers will be discontinued unless a settlement is made. It is unfair and unjust to make The News send you a paper and then when the collector calls refuse to pay for it. "Municipal ownership is the only solution Of the water question,” says the Memphis Scimitar. MeLaurin must become sensitive by fits and starts—in other words “gets inad all of a sudden. it is a cinch that when Bryan bolts he will miss the democratic, party more than It will miss him. Halley, Beveridge, McLaurjiu and Tillman eagerly read all the news from ’Frisco about tho training. One of the revolutionary gun boats is thought to have been lilt, in the na vnl battle at Panama. Hut these ac cidenta will happen What Brunswick needs and eventu ally roust have is small factories. They give employment to labor and are feeders Into every ether line of business. Bryan's threat to form anew party in file event lie is not allowed to dic tate the platform at the next national convention of the democratic party, proves that ho is only ir cheap politic al boss. Since the company that employed those Chicago Jury bribers will prob ably pay thQ flues, the punishment in flirted most bo something awfnl. Wc wonder how the court had the heart to he so sovere. If General Smith never issued the ''kill and burn” order, as Colonel (Iroesbei'U claim;, tile general's mem ory must have been a trifle defective when be admitted the order bad been Issued. * THE NEW MAINE. The performauee of the battleship Maine during tier builder's trial last, week, when she made IS2‘.i knots an l our liver the measured corns -and at one time attained a speed of 19.95. knots, easily places her at the head of the snips of her class own ed by the United States govern ment. It Is highly probable that, at' things considered, she will rauk as the queen of all of the battleships o' the world. That a battleship, eon forming in size, armament and armo and in all other details to those of the Alabama, Kearsago, Illinois and Ken tucky class, lias been able to develop the speed of fast cruisers, reflects the highest credit upon American ua val architects and upon the builders of the Maine—the Cramp's yard at Philadelphia. In the new Maine there is perpetu ated a national memory. She takes the place —made higher and more im portant by that vessel’s fate —of tne Maine destroyed in Havana harbor nearly four and one hair years ago. On her halyards, as she left Phil adelphia for the experimental trial were bent the flags that told the peo ple of the United States to “Remem ber the Maine.’’ It Is not in the or der of things that, <J|ven without a namesake, the Maine should ever be forgotten, but now that her name is perpetuated by a bigger and a better ship, it will Jive in the annals of tltr navy and the nation with added luster. About the Maine that lies a ding l wreck in Havaqa harbor the most hat lowed memories are enshrined —mem- ories of a great sacrifice, of a war that developed the fighting quanti of the modern navy, that maoe pus., ble the creation of anew nation in tin sisterhood of republics. About the Maine tnat will shortly go into service as the most pqwerfifl and speediest of all our Idg fighting snips will hang those self-same mem ories, and to them will be aoued those born of her own achievements. A tri umph ol the designer's am, builder's •■ft, she will bear aloft the (lag of the nation, and her name and her ability will speak to the world, during tits wimle of her career, of the naval prowess of the United States—a prow ess that lias largely been builded upon the ruins of the ill l'al.-d predeces sor ol the newest am! most putable ol the many products of the Cramp s yards. ILLITERACY IN THE SOUTH. Tim census bureau has Just given out. statistics on Illiteracy In lac south, ticorgift makes a bettor show ing than any- of (he statos except. Mississippi, Florida and Arkansas. Hut Georgia should do better. With our million dollar school fund wo should reduce our percentage still lower. The per cent.-of the white and colored illiteracy in the southern slates is thus given by the census of liloo: White. Colored. Alabama ..14.2 Bfl 5 Arkansas 10.5 .] |,g Florida 8.0 39.4 Georgia 1.12.3 39.4 l.onisiana *., . .20,3 liO 2 Mississippi .. .. .. K; . b().2 North Carolina .. ..mo 53.2 South Carolina 12.0 ,047 Tennessee 445 47 . 0 Virginia ,12.5 r.2.r. Louisiana has a greater per cent, ot white .illiterates than any other southern state, though North Carolina U a close second. Louisiana is the most illiterate st to, counting the whiles and blacks or both. The rec ord of Norh Carolina is not unonvia lile. Florida, one of (he poorest states lias the lowest per cent, of whito it literacy and also the lowest, per cent, of colored illiterate;*. Mississippi, wnich has a negro majority, makes the host showing of any state with 1 large negro population, its per coin of white illiterates being only 8.3, while Tennessee's is 14.5. The <1 ift erenee in the white illiteracy of tin two states illustrates the difference in tnc interest in education displayed in e:ch state. Mississippi recently made a liberal appropriation for popular education, which is calculated to still further reduce its percent, of illiteracy.
