Of the $35,000,000 it is said that $4,000,000 is to be loaned to the distressed sugar planters, who are so heavily in debt that the banks will make no further advances to them About $3,000,000 will go to pay old debts contracted by the Cuban Junta a*ul the remainder of the money will go to the men who served in the rev olutionary armies. They got no pay while they were lighting the Spaniards and it lias been tacitly understood ever since Spain gave up,the island that they were to get something when an independent Cuban government had been established.
