ROOSEVELT’S LATEST POSE.
President Roosevelt according to
toe New York Journal, advised
Southern Republicans to be more ac
tice to get votes for Republican can
didates for congress in their sections
than to get delegates for him in the
national convention. In otner words
President Roosevelt wants Southern
Republicans to do something more
than be papsuckers and place hunters.
He wants them to hustle for votes in

congressional elections. He desires
some of them to capture congressional
districts. So far they have been
merely machine men, who kept up
their organization and made a show
of being Republicans in order to ask
some favor of tho adminisiration.
President Roosevelt’s Southern ap
pointments, however, have not been
such as to build up any large or re
spectable Republican party in the
South. He made a show oi taking
new men into his confidence and of
acting upon advanced lines, but ho
wound up by selecting officeholders
from the same old gang, who pretend
to dominate uepublican conventions,
and who could not carry their districts
for congress to save their souls.
President Roosevelt, in this matter,
as in the trust arraignment, seems to
follow a practice strongly at variance
with his teachings. He talks well
cnougn, but when it comes to acting
he lots the bosses like Platt and Han
na carry out tnelr spoils program.
TURKISH DIPLOMACY.
Turkey’s natural stato of mind leads
to delay. She Is an adept at procras
tination. She wants to do nothing
today, but to put everything off to
“manana,” tomorrow. When the Uni

and promises to repair the wrong. So
far so good. Then she forgets to do
anything. Tho promises are not car
ried out. Reminders fail to bring her

cents an inch each insertion for an
advertisement that talks to thousands
of the buying class. This too from
“business” men.
The summer Is about over. It has
certainly been n good one —for the ice
man.
It does not appear that the sultan
really desires to quarrel with ihe
United States. Turkish craft and
evasion compel him to take the course
he does. American bluntness and per
sisteucy win in the end, but the course
of diplomacy is not as smooth as u
might he or as it would be with any
other nation In the world.
University of Georgia.
The 102d session of tho University
of the state will open on September
ISth. This institution is organized in
three departments, Academic, l.aw and
Agricultural. There is no tuition to
residents of the state except in the
law school. In agriculture the courses
have been increased and enlarged so
as to embrace a short winter course,
a one-years course and a full course.
Room Is furnished in both the old aud
new dormitories free, and excellent
board is supplied in Denmark Hall at
SS.OO per month. Chancellor W. B.
Hill will be lad to supply a handsome
book and catalogue on application.
