That "municipal muddle,” by Stuart
McLean, in Sunday's Atlanta Journal
was a gem and reflected credit on its
author, who by the way is one of the
coming members of the fourth estate
in Georgia. “
The march of the homeseekers,
which for so long has been westward,
is at last turning toward the south.
The great attraction is cneap laud—
cheap in price, but rich in product
iveness, says the Columbus Enquirer-
Sun,
"The tariff, says the Portland Ore
gonian, “was made for man, not man
tor the tariff.'* To which may be add
ed that it was made cor the "maa"
who owns a factory, and not ior the

Charleston News and Courier.
The Sunday News seems to have
stiuek a popular chord in the public
mind and from the kindly expressions
published in this issue, it appears that
the people of this city appreciate the
efforts we are making to give them a
paper in every way commusurate with
the needs of the city.
THE TRIBUNE’S TREPIDATION.
The New York Tribune i whistling
to sustain its courage. On Wednes
day attention to the almost superstiti
ous belief that politicians once enter
tained to the effect that it was not
desirable to win in an intermediate
Congressional election, since the party
then victorious was likely to be de
feated In the Presidential election two
years later, lucre being a certain ac
tion and reaction, an ebb and flow, In
ballots as well as tides. The results
in 1874, 1878, 1882, 1890 and 1894, sus
tained this curious belief, says the
Tribune, but it insists that of 1898
exploded It utterly. There.ore, the
forecasting the fall elections of this
year the Tribune sees no reason for
expecting another swing of the pendu
lum which would reverse the Kepubli
can victory of two years ago.
So much for the question in the ab
stract. Coming “down to cases,” tne
Tribune argues that the probability i,
Democratic gains in the East is likely
to he offset by the lingering effects of
the Republican tidal wave of two
years since In the West, and so on all
grounds It requests the members of its
party to be oi goou cheer.
All of which goes to show, we think,
that the Tribune is sligntly alarmed.
It is anxious, apparently, to get rid of
any superstitious feeling that the De
mocrats are sure to win, and at „e
same time it strives to bolster up the
courage of Its fellow partisans by
counting upon a reaction that took
place two years ago ip the west to
overcome a reaction that it seemingly
sees Impending in the immediate ni
ture in the east, it declares that It
is Impossible to forecast the complex
ion of the next house, but in doing so
it furnishes us with a straw upon
which we can base an opinion as to tne
wind's direction.—Augusta Chronicle.
THE NEWSPAPER.
This is an age of transition in busi
ness methods, and it is not at ail
strange that the newspaper, always in
the lead, Is adapting itself to those
modern methods. Time was when the
newspaper represented merely tne
party and the individual views of tTs
editor. That newspaper has eithef
passed away or Is lagging'behind at
the tail of the processiofi. The politi
cal newspaper has views and convic
tions, but they are not obstrusively
put forth. Time was when toe politi
cal newspaper that criticised Its own
party was deemed heretical. The
great newspapers of tne country no
longer hesitate to do this when oc
casion warrants. The modern news
paper has taken that position which
it should have occupied all along. It
Is a business institution. The prime
object of the newspaper—the success
ful newspaper—is to furnish tne news
of the world and the local happenings
In which the more immediate consti
tuency of the newspaper is interested.
Next to the presentation of that news
in the most attractive form, so placed
that In this hurrying world the reader
can the more readily grasp the sub
stance of what is going on. Equally
essential is good management. With
out the latter tne best newspaper in
the world would be a failure. Thepe
is no variation from this rule, and
there cannot be any. A newspaper
will no more run itself on merit alone,
without exertion, than any other busi
ness will run itself. The modern
newspaper—the paper that realizes
what Is needed or demanded, and that
goes to work by business methods to
accomplish it—is the only one that
has a chance of life under the new
conditions tnat have obtained m busi
ness.
The Panama hat is making a barn
fight to stay with us.
The city council will, at its next
meeting, take up the question of the
new fire headquarters, and the News
hopes that the proposed plan as offer
ed by Messers Bowen & Thomas will
be finally determined upon. This im
provement is needed from every stand
point and we are sure we are voicing
the sentiments of the people, when
we say that we are heartily in favor
of the plan.
