On two very important subjects he forced a record vote— reams ted the Jvas and nays and having i in-m euter tu-on the minutes. "This is correct proved me There tuould he a record vote on eyev ordi naiice, ue every resolution and on every matter of import..m e in couu , cil." Ths is a good idea and the members I of our- council should do the same thing. STIRRING UP STRIFE. The report that President Roosevelt will lend his influence to secure legis lation by the new congress designed to .cut down t.o aoutn’s representa tion In the house has not been con firmed, but bears the mark of proba bility. The republicans would reduce south ern membership in congress because of the practical elimination of the ne gro vole in the southern states, whleh as tney contend, Is accomplished in plain violation of the fourteenth amendment to the constitution of the United States. Mr. Roosevelt lias given undeniable proofs of a special fancy for the off color. and particularly* w..en It rep resents delegates in a national con vention. There is, therefore, good reason to believe that lie will give his support to a. measure Intended to pun ish the southern states for their au dacity m ruling tne politics „f t.te sec tion of country thar belongs to them. It would bo In thorough keeping witli Ills character as thug far revealed to us, to undo so far as lay in his power the good work for sectional reconcil iation done by President McKinley. His methods partake largely of the bush-whacker style, and be is not not ed for thinking before aeting. It is scarcely necessary to say that such a republican policy backed up by republican president would re vive the bitterness of the southern people against Iho republican party and all that It represents, and re-cut the line of cleavage between the see lions which bad T.een almost obliter ated by the broad conciliatory policy of Hayes, Arthur and McKinley. The extent and effects of such a misfor tune could nit be over-estimated. LITTLE RHODY DEMOCRATIC. In making the statement that, there is but one state outside of the south wHa a democratic governor the Springfield (Mass) Republican makes the following comment on the situa tion in Rhode Island. "It now appears that'tne only dem oicraUc governor in the United States outside of the south, is to be Dr. L. !*’. C. Garvin, of Rhode Imam], the smallest eomiuou weal th m the hunch In square miles, hut hot the smallest in -kicking power. Further examina tion of his victory shows Lml, at least since 18dn, the democrats of the slate have never rolled up so great a plurality as tney have for (Ids coun try physician and radical reformer. The last democratic governor, John Davis, had pluralities of less than 2, bin), and Davis was the only democrat elected governor of Rhode Island In tween llie civil war and the present year. Dr. Garvin now gels a plurality "i -11,358, which nearly equals* the re puhliean plurality obtained by Gov ernor Gregory over Garvin lasi year. The vote (-presents a temendous turn turnover in tho commonwo th. it is true it does not take as many votes to reverse the situation in Rhode Island us In a larger state for it nay a population of only 450,000, but a reversal of ( iris kind is perhaps Just as big a tiling in Rhode Island for the Rhode Islanders as it would be for .up ■New Yorkers in that state of New Y’ork. The Nashville American in calling atieiiiion to the fact taut Montana now ha-; a democratic governor says: I'll" republican overlooks Governor Toole of Montana, who was elected in Coo and whose term of tour years will expire January 4, 1905. We feel sure the republican mas no desire to roll the democratic party of its dues, os credit, iis strength or us reputa tion. While there Is only one demo "'utic governor and one democratic governor-i ieet outside of the south, there is not a republican governor in ml the somh. This shows the south's good judgment, while other sections ievenl lunl jndngment. Hurra.i for lii tie’ Rhode! Also tei Montana tor hat it did in 19U0. Continuing the Letter: of State Che:a. ist to Gecigia Farmers on Agricul tures! Chemistry—Description of Fertilizer Material- Continued. Cotton seed meal, blood, tan.ka~3, etc., which l have destribed to you in the last loti r, are known as "or ganic” sources of ammonia, or rath; r Of nitrogen. Habit is so strong, you see, it is hard to get rid' of the ux-j of that word ammonia. Nitrogen is much the better term lor ou: us .-. Bo sides the organic sources of nitrogen we also have what are known as the "inorganic sources. I hate explained in a previous letter fuTly the meaning of these two ten. s but lest you may have forgotten, i will stop a moment to say that an organic substance may be either vegetable or animal, thus a leaf, a seed, piece or meat or of skin arc organic substances. An inorganic substance is the opposite of then. and is mineral in hs nature, a piece of rock or of Iron is inorganic. Th chief inorganic sotuec of nitrogen, then, is nitrate of soda, also commonly called "Chili Saltpetre;” saltpetre be cause it has many of the properties of real saltpetre, which is nitrate of po ash and Chili because it is imported from Chili In South America. ’ Nit!ate of potash or true saltpetre Is a very valuable fertilizing compound, yielding both nitrogen and potash i-> the plant, but It 1.-. much too expensive to buy in this form; it !?. therefor better, or, rather, cheaper to buy ni traic of soda and rnuriat* of pota-i separately, and then mix them to gether, when we will .accomplish fna licaliy the sum. nr ills from a fertil izing standpoint, and for a small?: out lay of money, than If we bought th" same elements iij form of nitrate of potash. Nitrate of soda I* such an Important salt for f. utilizer purposes that I will go into some htiled etal! about it. The entire supply at present comes from the western con t of Chili. It , x tends In a narrow .-trip of kind run ning north and sou; I, for about 20', miles, at. an average 1 stance of about !•( miles from the ocean. The country where It Ik found Is ft desert. It never rains there and the whole region is bare of vegetation and destitute of water. The nitrate r.-ck Is rail "ra licho” (pronounced Calee-chay) and the best quality has the following com posit ion: Sodi• ill nitrate, 50 per ren*. sodium chloride 20 r cen,, sodium sulphate ? per cent, itagm slum sulphate 3 per cent, insoluble matter 1 I per cent. so dium lodate sodium nitrite, tnagnesi urn chloride, magnesium nitrate, potas sium chloride 1 per cent making the whole. The average quality < f "caliche” con tains from 30 to 40 per cent of sodium nitrate, and the poorest quality worked ranges from 17 to 30 tier eent sodium nitrate. The "caliche” occurs from 6 to 10 feet below the surface of the ground, and the vein or stratum va rlo* from a foot and a half t.o twelve feet in thickness. Ths process of extracting and sepa rating the valuable nitrate of soda from the rest ow the "caliche” is done by minus of water In which the ni irate of soda dlsolves. and from which it is crystallized. A description of the process would be tedious. Suf-' tire It to say thnt a costly plant is re tuired for the purpose, and that the work Is so well done that the product when finished eontaiua about !>r> per cent nitrate of soda, which is equiva lent to la.ha per eent of nitrogen, or lit per cent oi am. ... ,\n en.it mens and annually no i. ur-ing amour,: is shipped every year. The amount exported every year to Europe an.: America is about um million tuna Method of Use. The material has a great tiumbet of uses besides its use as a fertilizer It is in the manufacture of nitrate ot potash, which is needed to make gun powder and fireworks; it is also ust-d to make nitric acid, is an essential in the manufacture of sulphuric acid, up on which Lex whole superphosphate o.' avcid phosphate industry depends, be tides a great many other manufactur ing processes. Its great importance as a fertilizer depends upon its high percentage of nitrogen and its c-oai plete solubility in water, thus being immediately available as plant fool, the nitrogeut in it being already m tiie form of a nitrate, the form in which plants prefer to take most ol their nitrogen. The nitrate of soda being readily and freely soluble in water, is ready for appropriation as plant food as soon as it is put into the soil. Hence it is evident that the best way to uss It is bv application as a top dressing immediately before or after a rain, usually in the spring, when the plant 14 up auu needs a good semi-eft' to de velop growth of stalk and foliage. Used tn tics way, the results are very sure and very striking. Sulphate* of Ammonia. One other Important inorganic source of nitrogen is the salt known as sulphate of ammonia. It is pro duced chiefly as a by-product in the manufacture of illuminating gas from coal; the gas coals ail contain a smu’i percentage of nitrbgcn; when subject, ed to dry distillation in retorts, the ni trogen is driven off in the form of am monia gas. and is finally absorbed in sulphuric ac.u. from which it is errs tallized as sulphate of ammonia. This product usually contains about 1m cent of nitrogen, whin purified, but if sold unpurified as brown sul phate of ammonia, it may not contain more than U 5 per cent of nitrogen.
