The work on these ves aels is pronounced tar behind time, and the report says: "Tin department lias recently noti fied *ontiactors that they will behold to accountability for failure to push forward the work of construction with due diligence. jf such failure shall 'occur and particularly for any de- nitty .it any t me is * aus .by iSjglereucti being given to pri vate over public work. SECRETARY MOODY’S REPORT. In bis annual report, made public last Friday, secretary of ihe navy Moody ways: The most Imperative need of the navy today Is of additional officers. This condition Is acute, and alien the ships already authorized are completed it will be desperate un it -j, iht to i:- e;uly action.” Mr. Moody then presents a table showing that it is short 577 officers to below com mand rank needed for the serivce ahle ships on Ihe navy list, assigning to each the lowest number required. Beside these 577,783 officers will be required by vessels now building, so that lie- navy faces a deuciency of 13l> officers. This condition moves the secretary to recommend that instead of six, twelve men shall lie annually promoted from the ranks of enlisted men, and that the number of stu dents at the naval academy he imme diately ine’iieiised so tnaf. in three years the deficiency may disappear. -—i ■. a-nwi.. NEW TROLLEY INVENTION. An invention that will admit of the use <if n single trolley wire for double trucks, perfected, patented and made the lw ' of a stock company by Thomas .1. lturko, a young man of New Orleans, of the electrical firm of Bielefeld 1 ! A Burke, lias been made public recently by Mr. Burke, says the New Orleans Tliaos-liemoerat. Like nearly all great inventions: *it makes use of an obviously simple principle, once that principle is apprehended. The gist, of the contrivance which admits of the use of but a single wire is found In the following facts: The line of poles along which the wire would lie strung would be to one side of lint)i tracks. From each pole an arm would protrude out as far as the mid dle of I lie space between the tracks and would then bend downward. The trolley of each ear when set hi position would stand at an angle sufficiently great to bring its tip under the end of the arm from the pole, in the model Mr. Burke Ims Hindu the trolley ia es sentially the same ns that now found 01) rail s. It lias (lie friction wheel, but in addition to this it has a bow shaped cross arm that Is pivoted to the trolley .lust below the friction wheel. This cross m m may be allowed to hang with its tips down, or by means of a wire cable running to the base of the trolley it may he made to mskuiiio an erect po sition so that its middle point Is in eon tact with the friction wheel above, while its tips, through smaller pulley Wheels, tire in contact with the wire. Tin* how shape of the cross artn brings Its lips almost in contact with the wire, while tin* middle of the cross arm is ihe i! : uneter of the friction wheel away from the wire. The cross arm arrangement solves the problem of having two friction wheels pass one another on th%same wire. The curs going one way would 'have their cross arms brought to the position wlit-rc they He under the friction wheels that cult over the wire. The cars going the other way would have their cross arm . hanging down, so vhnt their fric tion wheels would be unobstructed front below. TV fie u ears going in opposite directions passed ono another, the cross arm that was up would afford a smi of track on whirl) would run the frietins wheel of the trolley whose cross arm was down, in a licit run itie ears going one way would always have the cross arms down, while those going tho other would have them up. On other lines the imaitiou of the cross arm would have to be changed at the end of each run. Among the many advantages that would be secured to a street railway using this invention would is* the sav ing of poles and the saving of wire and power. Probably the first road on which the device will be tried will be the Thihoiltiux street railroad. That road will make experiments in March. Mr. Burke is a New Orleans boy and was at one time a student at the Beebe school, lie lias Is’i'ti at work on the single wire scheme for several years. Within the past few mouths he and Mr. B*i'U'l'eklt have succeeded in per fecting the device, which has been pro tected by patents. Bantam chickens for sale by (\ iJ. Tail, 903 Dartmouth street.
