Congressman Clayton, of tae tlitre
Alabama district, regards reports of
republican legislation against the
trusts as n joke. Mr. Clayton, who is
a member of tho house judiciary com
mittee, and who is ono of the demo
cratic leaders, is quoted as having
said: “As for amending tho Sherman
anti trust law, 1 cannot sec that it
would avail anything. The law now
stands on tae statute books and then
is little effort to ootoree its provis
ions. It laws are not obeyed there is
no reason to suppose I hat amendments
to these same laws would be produc
tive of any effect. In order to create
campaign material tho republicans
may amend the law. tint I think the
trusts will not be very much hurt in
tne proceedings.” Mr! Clayton is no
doubt correct. What is needed is an en
forcement of some of too laws we al
ready have rather than the enactment
Of additional statutes.
CHARITY BEGINS AT HOME.
The United States might appropri
ately say to Cuba and tne Philippines,

The congresses preceding the con
gress that met Monday have been en
grossed for nearly five years with Cuba
and those grave problems of our na
tional expansion produced as the result
of our efforts to free the island from
Spanish tyranny. The inevitable con
sequence of this was that a great mass
of legitimate legislative matter ba-. to
be posponed in order that the ques
tions relating to Cuba, to the. military
iml civil occupation of Porto Hico, the
Philippines and Guam, as well as to
their government, might be disposed
tit.
Now the calendar has been almost,
entirely clearer) of this business, and
if we do not have to turn all attindon
to Venezuela, and become her defend
er and protector, the fifty-seventh
congress should have some time to
spare for those things that concern
I lie citizens of the. United States.
Of domestic matters which should
receive congressional attention and be
finally disposed of one way or the oili
er there are trusts, tariff revision,
pure food laws, ship subsidies, the de
partment of commerce hill, immigra
tion subjects, ihe currency sytsem. and
a host of other things of equal impor
tance. These are matters that vitally
concern the people of our own coun
try, and having for so long a period
paid so much attention and given such
exclusive thought to the affairs of
Culm. Porto Rico and Ihe Philippines,
and their Inhabitants, congress can
well afford to address itself seriously
and in entire earnest to these ques
tions. it is too much to expect that
ninny of these problems will be dis
posed of during tbo short session
which began Monday. The great ap
propriation bills, which cannot lie de
layed, and Ihe reluctance of the pres
ent membership of the house to take
tip much important new business, will
stand in the way of a final disposition
of these matters, but the action of
congress should be such as to give the
people of tiie country positive assur
ance that the advent of ihe forty
eighth congress, when tile war ques
tions will bo fewer than ever, relief
will bo extended in many forms to the

Revolutionary war. It is a jet black,
intensely strong tobacco, famous for
its flavor and its ability to wreck the
nerves.
It is grown and made in St. .Tames
parish, Louisiana, and the crop only
amounts to about 100,000 pounds a
year.
The makers follow the primitive
processes which were in use tod years
ago. The stems are taken from the
leaves and the latter put Into a box
under a heavy gradual pressure. This
causes the juice to run out, even
through the wood of the boxes. A
gradual process of fermentation and
curing takes place.
At tiie end of three months the to
bacco is rolled into “carrots'’ ami wrap
ped in cloths tightly hound with ropes.
It is left in that way for a year before
it is ready for market.
The flavor of porique is considered
delicious lay all pipe smokers, but is
too strong. The tendency of smokers is
continually toward lighter and lighter
tobacco, and perique is now used al
most solely for mixing with very mild
tobaccos to flavor it.
