A question that has boon asked over Olid over these many years and that will probably continue to be asked as long ns the sons of Cain inhabit the earth is. what peculiar conditions ol birth and environment tend most to create criminals? The reply generally given Is that Vice begets vice, and that the chilli who is raised under evil influences oi ls born of criminal parents is most apt to lead a sinful life. Her edity and environment are tremendous factors in a man’s social elevation or degradation, but the will of the man is more potent than either, and where there is a will there Is a way for ev ey thing. AN IDLE DRSAfr Tho call comes from Hawaii and the .Philippines for negro laborers; and! this demand brings up once again, thOj question of colonizing the negro. This is an old idea and a solution offered many times for the negro prob lem. However, It is a misfortune to all concerned that the colonization of the negroes of tho southern states of America Is well nigh impossible, cer tainly impracticable, and very improb able. The Idea has recently been advanced by Senator Morgan, of Alabama, that the negro be colonized in the Philip pines. Let us see: Titer are, nominally 10,000,000 col ored people in this country. To re movo them to the Philippines would require ships; but Uncle ijam has the money and can provide them. Assum ing that, the government would go at the work in earnest, and provide itself with fifty ships at a cost of $500,000 each or a total outlay of $25,000,000. Those ships would carry, let us say, 1,000 passengers, each, or 50,000 in all. They would have to make two hun dred trips to carry the colored people over. They could make but. two trips a year. It would require, therefore, 100 years to complete the task and the expense would amount up fabulously. Besides, this takes no account of the fact that, at the end of a hundred, years, there would he twice as many negroes to carry over! - du whai is mere to do about ft; even If the negro is willing, which Is eight, out of ten eases, ho is not.
