AFTER THE VAGRANTS
We fully endorse tho following from
the Amorlcus Herald:
Every town and comity is more or
less troubled vvilh i>eople who are loaf
ers, with those who do not seem to
have any visible means of support;
and they are a nuisance to all people
And judging from Iho great outcry
that has been made against them in
every section of the Slate of lute their
number must be increasing. Almost
every paper that comes to the Press
office has been "after them.’’ Even
the Atluuta papers, and municipal au
thorities of that great city have been
busy trying to "look after them.'' to get
rid of them, or to put them to work.

and it is certainly a very timely and
Important measure. The bill will be
quite tui improvement upon the va
grancy laws now upon the statute
hooks It defies vagrancy and va
grants more speelfieally than la done
in laws now existing. It states clearly
vvaat is meant by "visible means of
support, n the followng language:
“The term visible and known means
of a lair, honest and reputable liveli
h*>od,' as used in this section, shall be
construed to mean steady daily em
ployment at some lawful occupation or
a fixed and regular Income lruin prop
erty which is sufficient! tor tlie support
and maintenance ot such vagrant
in addition to this special feature,
wlicit of Itself makes the bill much bet
ter than existing statutes on the sub
ject, it provides for further improve
meats as found in Hie rules laid down
for the disposition of all people who
aie declared by the courts to be va
grants, upon ths point the bill says.
“AH able bodied persons who are
found begging tor a living or who quit
their houses and leave their wives and
children without the means of subsis
ttnee. It shall he. and is hereby made,
the duty ot sheriff and coustublos in
every county, the police and towu mar
shais or other like officials in every
town and city in this state to give in
formation to some justice of the peace
of ail vagrants within thier knowledge,
or whom they have good reason to sus
pect as being vagrants, in their respec
tive counties, towns or cities, there
upon the said justce of the peace shall
issue a warrant tor the apprehension
of tin person alleged to tie a vagrant
and upon being brought before him tlie
justice of the peace, and probable
cause be shown, shall bind such person
over to any court ot the county having
jurisdetiou in misdemeanor cases."
“If, upon a trial before a jury sworn
to inquire whether such person be a
vagrant or not, the tact of vagrancy
be established, the said vagrant shall
be bound in sufficient security, In the
discretion of the court for his future
industry and good conduct for one
year. Upon the refusal or failure of
said agrant to give such' security, the
court shall order the sheriff to hold
such vagrant in custody, and three
day's notice shall lie immediately
given by advertisement set up in two
or more of the most public places in
the county - tin- court designating the
places - that said vagrant will lx'
hired out on a date given at the eourl
house door In said county for a term
of sltt months for cash in hand. The
court shall require of the person to
whom such vagrant Is hired a bond, in
such sum and seemly as in the Judge
ment of the court shall be reasonable,
for the humane treatment and care of
such vagrants during the latter’s term
of service.
"The moneys arising front the hire
of any vagrant shall after the pay
ment of the costs of his or her ease,
be held by the court, until the va
agrant's term of service shall have ex
pi red; thereupon, the same sliaa.ll be
paid by the court to such vagrant; pro
vided, that If such vngrant have a fain
fly, tlie balance in hand, after the pay
moot of costs, s/liall be turned over to
sad family. ’
It will lie seen by those provision;
that, under this hill our slate, county
and municipal authorities will be in a
better position to handle vagrancy
cases tlmn as under existing laws upon
the subject.
The bill is to lie considereed by tie
house at once, and will very likely be
strongly supported and favorably
passed upon, it is certainly true that
vagrancy is increasing, and that va
grants are a nuisance, and anything
calcuated to improve the situation will
commend itself to all good citizens.
If Mr. Carnegie is really in earnes t
about wantineg to die poor why is it
that lie does not start a few news
papers. He cauld be relieved of his
wad iu a short time then.
With the Supreme Court judgeship
it is a case of the office seeking, the
man.
Wo hope Judge Turner will accept
the appointment to the Supreme Court.
He Is an able lawyer.
It looks like Governor Terrell wants
to see South Georgia have something
anyway.
