ANOTHER EFFORT.
It is said that another effort will
be made shortly to secure the extra
dltlon from Indiana, for trial in Ken
tucky, of ex-Oovernor W. S. Taylor,
who was charged with complicity In
the plot for the murder of the slain
Governor Goehol. Tor tlitree years
Taylor has lived in Indiana, a fugi
tive from justice, under the protection
of Governor Durbin, who has refused
all requests to deliver him to the
authorities of Kentucky, though for
mal and regular requisition has been
made for Idm. Governor Durbin has
lately been highly extolled for ids
effort to sustain the majesty of the
law in connection with the lynching*;
that have occurred In ids state, but
his attitude towards the Indicted fu
gitive. Taylor is not in harmony
with his recent professions.
It is now purposed to apply to the
United Slates supreme court for a
mandamus to compel! Governor Dur
bin to surrender Taylor to the Ken
lucky authorities upon requisition
of the governor of that state. It lias
been a matter of wonderment to us
why such a proceeding bias not been
instituted long since.
The constitution of ilie United
States, article IV. section 2. says:
"Extradition—A person charged in any
state with treason, felony or other
crime, who shall flee from justice and
be found In another state, shall, on
demand of the executive authority of
that state from which lie tied, be de
llvered up, to ljr removed to the
state having jurisdiction of the
crime.’
There Is no discretion allowed the
executive of the state in which the
fugitive is found. The accused crlm
Inal “shall be delivered up." This is
a provision of the federal constitution
and the federal authorities must en
force it. An application to the United
States courts should secure to Ken
lucky iu short order possession of the
former governor ol t lie slate for the
dealings of justice with the heinous
crime charged against him.

To the superior court of said county:
The petition of S. S. Rickett and
Benito Padrosa, both of Glynn county,
Georgia, and of Samuel A. Sizer, of
Duval county, Florida, respectfully
shows:
1. (That their asso
ciates and successors, desire to become
a body corporate and politic under
The laws of the state of Georgia,
under the name and style of the “Pino
Lumber Company.”
2. That under such corporate name
they desire to carry on for pecuniary
profit, for the period of twenty years,
with privilege of renewal thereafter
according to law, the business:
(a) Of buying, leasing, acquiring,
selling and otherwise, utilizing and
disposing of lands, timber rights and
privileges therein, and to manufacture,
buy and sell logs and lumber of ev
ery character.
(b) To erect and operate saw mills,
planing mills and dry kilns for the
manufacture and sale of the product
thereof.
(c) To construct tram roads and
operate the same for profit, for the
use and as well the profit of petition
ers.
(and) To engage In the merchandise
business in connection with the busi
mesa of said corporation.
(e) To buy and sell real and per
sonal property of every character.
3. The capital stock of said corpo
ration shall be ten thousand dollars
($10,000.00) divided Into one hundred
shares of SIOO.OO each, no part of
which has yet been paid in, but be
fore commencing business under a
charter gralpted hereunto, at kfist
twenty-five per cent, thereof will be
paid in cash, with privilege to Increase
said capital stock from time to time
by a vote of ninety per cent, of the
stock then outstanding to an amount
not to exceed one hundred thousand
dollars ($100,000.00.)
(4) The chief office of said cor
poration shall be In the city of Bruns
wick, Glynn coutnty, Georgia'. with
branch offices at other points In

elsewhere, where necessary or con
venient for the; transaction tof its
corporate business, and as well to con
duct and carry on the business of
said corporation In the state of Geor
jgia and elsewhere, as to said corpora
tion may seem available.

name, to have the right to make by
laws for the government of said cor

have all the rights and be subject
to all of the liabilities given by law
