This surmise was occa sioned by the discovery that the or der would not be confined to foremen, assistant foremen, and other chiefs, in the office but would take in every employee of the office. it wan rumored about that the order came from the president, and was in tended to emphasize his declaration to the effect that the laws of the United States are superior to any labor organization. There have been siliaitements made recently that if Miller should he con tinued in office the bookbinders' un. ion would strike. It is thought that president's attention than been called to those expressions from the book binders and that the new ortler is is sued in alnitieipatlin of such a con tingency.
