JUDGE SPENCER ATKINSON. Judge Spencer It. Atkinson will re tire today as a member of the Geor gia railroad commission, and tbe chairman thereof, to be succeeded by Hon. Warner Hill. Judge Atkinson has made an cuvi able reputation during his service on tlte commission and his record is one that any man should l'eel proud of. Coming from the supreme court with a record established by but few members of that high tribunal, for six years ho has been on tbe commis sion and, being tne oldest member, was the chairman. The appointment ol Mr. Hill to suc ceed him was made by Governor Ter rell for political reasons. Mr. Hill was his campaign manager, and of course, had his pick of a job. Judge Atkinson retires with a clean, well deserved record, and If his buc coesor fills the place as satifactory as the gentleman from Glynn there will be no aamplamt. REAL YACHT RACES. IW offering to provide a perpetual challenge cup to be contested for by yachts In races across the Atlantic, Sir Thomas Lip ton gives practical demonstration of the conviction he has often expressed as to the folly of yacht building and racing under the conditions which now surround the America’s cup. That honorable trophy lias been battled for many a hard fought-dhy. It has furnished good sport and much of it. No douibt It has advanced in some de-j gree the case of ship construction and j promoted that of seamanship. But lately the races for it have degener ated Into contests between machines unworthy of the name of boats, how ever skillfully contrived to fulfill the artificial conditions imposed by the rules governing the event for which alone they are built. The racing yachts of recent years are freaks, an mird, useless, dangerous. Under the America’s cup rules, the yacht has be come a sail plan and a keel; the boat Itself has disappeared. It can carry nothing; it can go nowhere. Sir Thomas Lipton’s proposal is for races across the Atlantic by sailing yachts, sloop, yawl or schooner rigged, with out time allowances, rules of measure ment or restrictions of any kind, the first boat in to win. The plan is as sound as it is simple. Its adoption would undoubtedly iusure to the great benefit of yachting, encouraging the ere tioin, of Improved types of sea worthy vessels and directing the en ergies of international competition into worthy channels.
