MEMORIALS BY RIVER IMPROVEMENT ASSOCIATION.
The 1901 Tennessee River Im
provement Association convention
asked for the following appropria
tions from the fifty-seventh con
gress:
Resolved, That the following ap
propriations from congress for the
river are solicited, and shown to be
immediately needed, viz:
Tennessee river at Colbert
Shoals $991,000
Tennessee river, mountain
section 300,000
Tennessee river above Chat
tanooga 65,000
Tennessee river tributaries.. 100,000
Tennessee river below River
ton 25,000
In presenting this memorial the
association made the following re
quest :
What we ask In brief is that you
improve the river to assist such
boats ap are now running. The.e
usually draw when loaded to full
capacity, four to five feet. We want
all the smaller canals and dams so
arranged as to accommodate five
foot boats. At nil th“ smaller ob
structions wing dams should be
built and dredging done so as to
increase the depth from time to
time as you are able.
In the same way we want the
number of days of navigation iri
each year increased. The Tennessee
is the largest and most important
river on which it is possible to have
all the ye.ir round navigation. Aral
it can be had at a small outlay of
money compared with other rivers
of its class.
This increase of depth and of days
In a year is what will rc duee our
cost of carriage on the river; which
is the object we expect you to help
us to attain.
We want to make use of the deep
water that is in the* river nearly all
the way by Improving the few shal
low places that yet remain.
We want the improved service
that always comes with better con
ditions.
We want a better river, for the
sake of the country that is entirely
dependent on it for transportation.
We want it for the carrying and
development of material whim will
hardly bear railroad charges.
We want the river Improved in
harmony with the Muscle Shoals
oanAl. through which all beets mu t
pass at all stages of water. It has
five feet of water over tlm miter
sills. The only change we would
suggest would be to make future
locks six feet instead of five, for
the locks at the Muscle shoals could
be Increased to that in the future,
if desired, without much expense.
Last year in the convention at
Florence. Ala.. Nov. 3.1, th* follow
ing resolutions were adopter]:
“The Tennessee River Improve
ment association in Its sixth annual
session acknowledges with much
appreciation the a tom of the Fifty
seventh congress in appropriating a
larger sum than ever before for the
improvement of tin* Tennessee liv
er and its tributaries. The amounts
voted, although not by any means
adequate, nevertheless will enable
the prosecution of improvements to
some extent of the different ports of
the river ami its tributaries. Tin*
placing of the Colbert) Shoals work
on the continuous contract system
lor a limited uincuiil is a step long
needed and will, we believe, do
much to expedite* tin- completion of
the improvements, hut we insist
that this work be placed on the con
tinuous contract system to the full
extent of the estimated cost of the
Improvements. We express the
hearty thanks of this ass .elation to
the members of the United States
senate;* and house of representatives
from the states through which the
Tennessee river flows. It was large
ly through their efforts that the ap
propriations were secured.
We also acknowledge the very
kindly consideration accorded the
representatives of this association
by the rivers and harbors committee
of the* house* of reprcsentalives. We
believe that we have at least im
pressed on tin* federal law-making
body tin* great importance of the
Tennessee river; the practicability
of an all-the-year-round navigation
from Pndueah through its entire
length, and the magnificent possi
bilities arising from the develop
ment of the territory through which
it flows.
The successful effort for this ap
propriation has very strikingly dem
onstrated what it is possible to ac
complish with the active co-opera
tion of the representatives of all
sections interested. We therefore

they continue to act in concert for

the efforts >f tills body and as far
as we can the various commercial

to vigorous, continued and concerted
action in order to secure from the
Fifty-eighth congress adequate ap
propriations for the completion of
the various projects already recom
mended by the engineers. And es
pecially do we urge that the entire
river be Improved according to a
lock and dam system, with the ob
ject In view that a five foot depth
may he obtained the entire year.
We have observed with Interest
the passage in the senate of the
United States a bill to establish a
great forest reservation in the Ap
palachian mountains of the south.
Such a. park would secure the pre
servation of tin' timber and thus
conserve the rainfall. It would not
oidy prevent floods, but make ex
treme low water in the river unlike

being closely related to river im
provement, and we call on the house
of representatives at its short ses
sion to pass the Appalachian park

We regard the enactment of the
isthmian canal law as an additional
reason lor large expenditures of
money in order to secure the con
tinuous navigation and deeper water
!*■ tin southern rivers, that larger
boats may be used as a result of
the Increased water traffic which is
sure to follow the completion of
that great canal.

Following is the memorial to con
gress adopted by the Tennessee
Hiver Improvement association, at
Chattanooga, October 14, 1903:
To the congress of the United States:
The Tennessee ltlver Improve
ment association, composed of dele
gates selected from the states of
Alabama. Georgia, Kentucky. Mls
ls>slppl and Tennessee, at Its sev
enth annual convention, held in the
city of Chattanooga, Tenn., October
22. 1903, hereby extends its grateful
thanks to the congress of the Unit
ed States for the appropriations
heretofore made for the improve
ment of the Tennessee river and its
tributaries, and in view of the great
industrial and agricultural devel
opment in this section within the
past twelve months, and the prom
ise of still greater in the near fu
ture, most respectfully urge your
most honorable body to make such
appropriations for the benefit of the
completed improvement of the Ten
nessee river and its navigable trib
utaries as will insure navigation
from Paducah, Ky., to Leadvale,
above Knoxville, Tenn., for twelve
months in the year.
Resolved, That we respectfully
call your attention to the absolute
necessity of the completion of the
work so auspiciously begun at Col
bert Shoals, and in confirmation of
this call your attention to the re
port of Major Knight on this sub
ject in the following language:
“To complete this canal an addi
tional appropriation of $1,650,000 is
necessary. As contracts amounting
to $50,000 of this sum are now au
thorized, it Is urged that authority
be given to enter Into contracts
amounting to $1,600,000 the work con
tracted for to be paid for as appro
priations may from time to time be
made by law; also that one-third of
the amount needed to complete this
canal he appropriated during each
of the next three sessions of con
gress. ”
We ask that the entire river be
Improved in harmony with the Mus
cle Shoals and the Colbert Shoals
canals, through w’hioh all boats
must pass at all stages of water.
Especially do we ask that the
mountain of “suck” section below
Chattanooga be placed on the
continuous contract system at once,
for such action is a step long need
ed and will, we believe, do much
to expedite the objects w’e are all
striving for, and ultimately result
at an earlier day in placing other
portions of the river under the same
system. We urge that the river be
Improved wUh the object in view
that a practicable navigable depth
may be pbtiSned the entire year,
and for this {purpose we ask that
an appropriation of sufficient
amount to complete this improve
ment in accordance with the in
creasing demands of trade and com
merce and the report of Maj. King
man. the government engineer be
ma de.
We further ask that the repair
and improvement w’ork on the river
and its navigable branches be thor
oughly maintined with larger ap
propriations. employing the present
government fleet continuously dur
ing the favorable seasons until all
work is completed.
