JAP POACHERS SHOT.
The lessor! which the Americans
taught the Japanese poachers
upon the seal rookeries in the Pribi
loft Islands should serve the s-ood
purpose of putting a stop to raids of
this character upon our seals in Alas
waters. Five of the poacher* were
shot dead, several wounded end a doz
en captured They were caught red
handed, so to speak, so as there ia no
chance for an international corap.
cation to arise since the poachers a.
classed In the same catagory as bur
glars or highway robbers.
The Prlhiloff islands are located
in tile Behring sea north of the Men
tia islands about four hundred mile
from the mainland of Alaska Tie-'
are the property of the United State
. The island of St. Paul where the
poachers were killed is one of the
largest of the Prlbiloff group aud is
the farthest to the north
It seems that the island of St Paui
Is leased to a company and it wan
this company's agents who killed tie
poachers and not the United States
authorities, as the earlier dispatches
indicated. However, this makes no
difference. Seals are recognized as
tpruperty by international law and
seals within the three miles limit oi
the territory of the United Statu; ter
ritory are the property ot this coun
try. The poachers were within the
three mile limit when they wen
caught killing seals by the
wholesale and regardless of the fact
that many of those slaughtered were
cfiws with young dependent upon
them. Under these conditions, ns
stated, the poachers were no mor.
than highway robbers and were treat
ed as such.
The taking of seals is well regulate I
by our government and other govern
merits interested in Artie kiiL-rs that
the seals frequent. The purpose oi
this is to prevent the wholesale
slaughter of the animals and I heir
eventual extermination. -/This subnet
has been taken up, w/l' considered
and settled through treaties ana
otherwise by tho interested nations
chiefly the United States and Great
Britlun, which maintain marine pa
trols for the purpose of seeing that
the regulation for the protection of
the seal Industry enforced. Of course
when poachers seek to violate tho
regulations they must abide the con
sequences of their conduct, 'this is
what tile Japs did and this is also
why some of them will never do it
again. It should prove a warning to
outlaws of the high seas legardless
of the nationality of those outlaws.
MONEY HAPPINESS THEORY.
William H. Belcher, mayor of Pa
terson, N. J., held the belief that
much money, however gotten, would
bring him much, happiness.
A year ago, acting upon the theory,
he got front the city funds and his
friends $130,000 and uhs'-onded.
The other day he crawled bark to
Paterson, knocked at the prison door
and asked lo ho locked up la a cell.
He hud spout all of the money lull
$17,50 trying to enjoy himself.
It would seem that if money can
make- the heart glad lH'leher ha I
enough.
But he says ho had not si uumi.'itt
of fieaeo since the day lie left, lie
was afraid he would he found out
and taken back. Asked if his eon
science troubled him he said no but
ho was tired to death of dodging the
law. Ho could not rest anywhere.
Ho made up his mind that the only
place where he could sleep comfort i
biy was in Jail at Patterson.
Tho money happiness combination
would not work.
Belcher says his conscience did not
bother him. He is mistaken. His
fear was the fear of conscious guilt.
The sense of gunt made him penitent.
Repentance made him long for peace.
'Ute human mind is so made that It
must run the gamut; crime, flight
fear, guilt, repentance. Miltons dev
il is right “which way 1 turn Is belt
Myself am hell."
Not every criminal gives hlmse t
up to pay the penalty of the law ot
man exacts. But every man gives
himself up to pay what Hod Almighty
exacts.
“The way of the transgressor u
hard.”
Col. Boh Berner made the people of
Brunswick a powerful address Kriit.i

he will always receive a hearty wel
