2 MR. BUTTS EXPLAINS HIS POSITION ON BILL HE WRITES A CARD RELATING ALL THE TRANSACTIONS IN ATLANTA. Brunswick, Ga., Oct. 13, 1906. Editor Brunswick News. Dear Sir: My attention was til reel ed to your editorial "Some Food for Thought, published in your edition of the 11th insl., too late for me to reply, in to-day's issue, to that portion relating to my official duties as repre sentative from this county. I quote from the editorial: •When this bill came up in Ihe legislature, without knowledge to tne A.. H. &. A. people, the board of edu cation sent a delegation to Atlanta, and by arrangement with the mem her from thisv county, absolutely blocked the passage of the bill." 1 do not know the author of the Information upon which you base the (pioted language, but you have been misinformed as to the facts, for the above statement is untrue in its en tirety. Before i left here to attend the las. session of the legislature, I knew that there was some misunderstand ing between the A., B. & A., the mayor and council, and the board oi education in regard to the transfa of the property referred to in your editorial. I understood, however, that the matter would be amicablv settled between all parties. After the legislature had been in session some days, and on .July 6, the city attorney sent me a bill authoris ing the city to make the transfe "upon such terms and conditions a may be agreed upon between the parties, stipulating no llxed amount to be paid. I introduced this bill in the legis lature, and Informed the president, ot the board, the city attorney, and Messrs. On July 24, Mr. x. J. Wright, chair- j man of the special committee of tne j city council sent me a substitute to the original bill, which provided that the transfer be made upon the pay ment of $33,410 by the railroad, rie also enclosed a letter from Mr. Wil burn, general superintendent of the A., B. & A., stating that the railroad objected to the payment of this amount. A day or so at ter this Judge Cro vatt, Mr. A. V. Wood, president of the board of education, and Mr. .!. T. Col son, a member of the board came to Atlanta, and f suggested to them that we have ihe hearing before the committee that afternoon. Mr. Woo I and Mr. Colson stated that it would be Impossible for them to go into the hearing without some papers then in Brunswick, hut that, they would tele graph Mr. Ballard (which was then none), to send them, aim would o. ready for the hearing the following afternoon. This was agreeable to Judge Crovatt A few minutes later, while discuss mg the matter with Judge Crovatt, I told him that it was not probable tha: the house committee would reduce the consideration of the transfer from $33,410 to $5,000, the amount contended for by the railroad, unless I would advocate such reduction, ana I doubted very much if they would even then do so, and, as t knew noth ing of tlie facts of the misunderstand itig between the railroad, the board and the council, I would not advocate the reduction. I suggested to hint the advisability ol drafting a substi tute bill providing that tlie transfer be made for such consideration as might thereafter lie agreed upon oy the railroad, the council and the board He thought this a good sug gestion and requested that 1 submit the proposition to Mr. Wood and Mr. Colson. I did this and they readilv agreed to It. Upon this being report ed to Judge Crovatt he requested that I go with him to the office ot Vice-President Arkright and explain to him what had been agreed upon in the premises. This immediately did, and Mr. Arkright requested that x leave the substitute sent me by Mr. Wright and he would have a substi tuto bill drawn in accordance with the agreement and would bring it to me at tn<> Piedmont hotel that atter noon. i was detained at the house and did not see Mr. Arkright when he came with the bill, but he left it with Mr. Colson, who subsequently gave It to me, and I introduced i’ and had It passed as a substitute to the original bill sent nxe. These arc the facts Mr. Editor, "When this very disgraceful thing oc curred In Atlanta,” and this bill emanating from the office of the vice president of the A., B. & A. railroad, drawn by him, agreed to by the board of education, is the bill that passei the legislature and is now a law.
