They should be men who are not directly interested and thus will be in posi tion to render full justice to all classes of men who chance to come before them. However sincere a man may be, if he is directly supporting the candidacy of any party, if he is directly interested In the outcome of any election; If he has kinspeople I who may he effected. If he Is a par jtlsan In an Impending contest, then (he ought not to serve, for he' iB really disqualified, and a judge could not set upon such a esse. The News has charged the present city council | with being partisan in the matter of electing officers to the various places In the city government. We now reiterate those charges and tor proof [ we point to Its act of Wednesday night, when it called a special ses sion to name a city registrar, in the place of Candidate W. R. Cox. who Is running for alderman on the city administration ticket, and elected to flic position R. U. Burney, a brother of the present chief of police aiu. naturally and properly partisan in his political convictions. We have no reason to find fault with the atti tude of Mr. Burney in local politics. In fact we do not‘blame him at all for being partisan for an administra tion In which his kinspeople are so prominent, but we do blame the city council for electing to the office cn city registrar a man who Is so par tisan and pronounced In his views on the political situations here in nrunnwlck. From this action of thlis bitter par tisan city council, we appeal to the calm and dispassionate sense of Justice of the people of this city. Is the action of council giving the pe<> pie of Brunswick a square deal? Is tt fair to those of the people of this city who are supporting the ticket headed by Col. Goodyear? In conclusion we would like to ask the petiole of this city if this specific action of the city conucll does not convict It of the charge of partisan ship In the administration, which is one of the charges In the bill of ln ol tmeut we have drawn against it. ROOSEVELT AND THE CANAL. President Roosevelt sailed for the I Panama canal Thursday to look over the work so far done on that great commercial project. He lyns been plan ning the trip for some Aline and has expressed a deep !ntew:st in it. The trip will be somewhat notable in American history for the reason that it will be the first time a president, of the United States has visited a foreign country during his adminis tration. A notion exists to no little e>. or t In this country that the president should not leave the United States even to visit any of our outlying pos sessions. This would seem to bo more or less foolish when it is remembered that the president could keep in as close touch with his office during a visit to Porto Rico as when burled In a far western forest during a bear hunt. The King of Kngland, the Em peror of Germany and other Euro pean monarchs leave their domains at Intervals, so why not the prosl- dent. If such be desirable? There Is no reason to believe the president will wet any great amount of additional Information about the canal by Mac ou the ground Ha has kept It close touch with the work through charts, reports attd data furnished by the canal commis sion and the engineers engaged In the undertaking. The latter are more competent to judge of the time and expemsc necessary for the comple tion of the work, and upon them the president must depend for his guid ance.
