to be a good deal of misapprehenson
in Georgia and elsewhere in regard
to the Littlefield bill, and Rr. presen
tative Brantley, of Georgia, who is a
member of the judiciary committee,
now considering the bill, fears that
his attitude in regard to the measure
it*, misunderstood.
Under the present law. which thh
measure seeks to amend, liquor ship
ments from one state into another
cannot l>e sold in the state of arrival
except in compliance with the laws of
such state. This bill provides that
.interstate shipments of liquor shall
lose their interstate character an i
cease to be protected by the inter
state commerce clause of the constitu
tion. Immediately upon crossing the
boundary line of a state.

Legal Question Involved.
Mr. Brantley’s position on the rill!
in the last congress,as well as at this
time, lias been in accord with that of
a majority of the members of the Ju
dietary committee
The question involved, It must tv
understood, is not that of prohlbl
tlon or temperance, but a purely le
gal point. So far a3 the state of
Georgia Is concerned the bill woulif
haw little. If any, effect, provided
It win enacted into law. The wet
counties in the stale would still be
enabled to supply the dry counties
with all the liquor they demanded or
needed, whether it was shipped into
tho state from outside its iborder or
not. Tho passage of the bill would
simply tend to give a monopoly oi
the whiskey business in Georgia to
the wot counties, for then they would
have no opposition from the outside.
Tho who have given thought to
the laws regulating tho liquor traf
fic do not see the necessity for the
proposed legislation. Under the Wil
son law, now on the statute books
there would be complete prohibition
throughout the United States ttoday
if all tho statis would declare for it.
The prohibitionists do not need any
more legislation from congress to ac
complish this result. Clamor for the
Littlefield bill ,the Ucpburn-IXhivei
bill and other slmlliar bills originates
lu the few prohibition s-itait.es like
Maine, lowa and Kansas. This ques
tion plays a largo iwrt In the local
politics of these states. As illustra
ting tiio local character of these itdlis
Uie fact has already been noted In th e
Washington papers tills week that last
year Mr. Littlefield voted against, his
own bill in the judiciary committee.
The prohibition law was In issue in
the .Maine election la-t September.
Mr Littlefield's action had the effect
of suppressing any further discuss

Mr. Brantley Is also very much in
.arnest In urging his bill also before
he Judiciary committee to suppress
he interstate C. O. D. business
lquor.
The supreme court of Georgia, is
a well known, has held that in the
jse of C. O. I*. shipments the place

Ir. Brantley insists that, since aii
tber parties, are denied the right to
all liquor imported into a state with
fijt compliance with state laws, the
